Legislation will be intro- duced, and probably passed, in 1982 to allow alcoholic beverages to be sold before noon in dining establish- ments. No consideration has been given to extend the sale of alcoholic beverages at pro- fessional sports events. HIGHWAY TRAFFIC AMENDMENT ACT On the theme of alcohol, the solicitor general has passed legislation that would perpnit suspension of a driver's licence for twelve hours if a roadside breath . test shows a reading of .05. Currently under the Criminal Code of Canada a charge may be laid for a reading over .08. The new legislation represents a crack -down on drivers who drive after having drinks at parties, dining establishments and taverns. Bill 178 was introduced on November 27, and only through the work of the Liberal opposition members was there an opportunity for committ-e deliberation on the bill. The solicitor general tried to pass the bill through the Legislature on December 10 without going through the committee. During commitee deliber- ations the committee heard witnesses summoned by the Liberal committee members and Douglas Lucas, a forensic expert who testified about the "Alert" roadside tester. In the end, such stantial amendments were. •made to improve i this bill. The section of the bill dealing with the spot cheeks has been greatly improved to establish guidelines for the stopping , of drivers for a roadside test. • Although opposition members expressed concern over the lack of due process in the 12 hour suspension of a driver's licence and the fact that there is no access to recourse for the driver who is aggrieved by the suspen- sion, this portion of the bill was passed. More major changes were made to the secondsection of the bill, which now establish guidelines for the police when stopping motorists. The major amendment was placed by the Liberal op- position and accepted by the solicitor general. In addition, as a result of committee testimony the solicitor general introduced two other amendments which impoved the second section. In all, the bill, which was intended to pass without committee consideration, received six amendments. FARM ASSISTANCE A late announcement by the treasurer of Ontario pro- mised $60 million to aid On- tario's agri ultural industry. ASSESSMENTS The Legislature was in- formed that tax assessments have been increased by as much as 100 per cent on renovated houses without the assessor even going inside the premises. One example given showed an increase in assessment from $4,219 to $8,950. After the owner ob- jected, the assessment was rolled back to $4,719. The minister of revenue was asked to cancel these types of assessments until more rigourous guidelines are provided for the re-,. assessment. tlly 401tWaf 11. Sales representatives of the suppliers frequently can suggest what it should be, based on their knowledge of what retailers are doing. Manufacturers too often suggest what the markup should be so that their products will be priced uni- formly. • The experience of other retailers is extremely help- ful. So is the advice of ac- countants. Much can be learned from personal ob- servation. Finally, markups for mer- chandise have been estab- lished over the years by a process of trial and error.
