Six Options None of the six study areas released by Hydro involve the counties of Perth, Waterloo . or Wellington. wever several options i rrolve the counties of Bruce, Huron, Middlesex, Elgin, Oxford, Brant, Haidi- mand-Norfolk. Other options involve the counties of Grey, Simcoe and a portion of Dufferin. In announcing the options Hydro officials said the need for an alternate line into the Kitchener -Waterloo area "has disappeared" because the "load growth has changed;'. The London area has now been designated as the major growth area in Southwestern Ontario re- quiring an alternate trans- mission line. Questioned following the press conference, Milan Nastich, corporation presi- dent, said it wasn't so much a matter of a change in load growth as the need for more "facilities" in the London area. • "We found the Kitchener area is better equipped as far as facilities are con- cerned," he said. In general Hydro states its Southwestern Ontario study is being conducted because of the need to: connect .the generation which is built -or under construction at the Bruce . Alternatives The six alternatwes in- volve 500,000 volt and 230,000 volt transmission lines, with at least one new 500,000 volt line out of the Bruce com- plex, as endorsed by the Porter Commission, The lines from Bruce could go either to a new trans- former station near Lon- don, to the Essa transformer station near Barrie, or to both. Additional lines, ac- cording to Hydro, are required to reinforce the supply to Lcaadon. All six plans are tech- nically feasible but each carries a different price tag. The total dollar cost of the six plans ranges from $670 million to more than :00 million. The alternatives also involvea variety of social and environmental costs. "We are not stating any preference at this time because we do not want to unduly influence anyone — pro or con," Mr. Macaulay said. Alternate suggestions from the public will be welcomed, he added. The , Hydro chairman however noted that the schedule for planning is a tight one. Following public par- ticipation "on both a formal and informal basis" ` this summer and early autumn, Hydro will select a preferred plan. This plan, along with other alternatives, will be submitted -for review under the Environment Assess- ment Act. At that point, ,stage two of the approval process, the selection of the route stage will begin. As with the first stage, Ontario Hydro will carry out studies and consult with the public in order to select specific locations for transformer stations and transmission lines. As outlined by Energy Minister Welch, Hydro will then submit its detailed route stage recommenda- tions fOr approval under the Environmental Assessment Act and the joint board will , again hold 'a hearing. hearing. The dates and places of the meetings will be publicly announced by Hydro. "We're anxious to get on with this as soon as pos- sible," Mr. Lloyd said. "And we're looking for all the par- ticipation we can get..." During the press con- ference in London, Mr. Macaulay said he believes that Hydro has learned something about dealing with the public over the past 10 years. "As a result we have pro- vided for extra public par- ticipation prior to the hear- ings."
