(Hine represents
e change in Lower Wingham
The new one -in -100 -year
flood line, now being used as
a boundary against further
development in flood -prone
areas in Turnberry Town-
ship, represents little change
to natural environment
zoning in Lower Wingham.
George Penfold, a county
planner working on Turn -
berry's official plan, ex-.
plained that recent flood
mapping of that area by the
Maitland Valley Conser-
vation Authority is relatively
close to that done for the
official plan.
He said that amendments
to the plan for Lower
Wingham necessary to in-
clude the one -in -100 -year
boundary will involve only a
few properties that could be
rezoned as development
areas. Mr. Penfold made his
observations after Bryan
Howard, MVCA manager,
presented flood line maps
recently done for Lower
Wingham.
Earlier Mr. Howard ex-
plained that the regional
line, used in the past, en-
compassed more land in
Turnberry. He said that the
authority would like to see
the new boundary im-
plemented as a realistic
approach to flood problems.
Mr. Howard also sug-
gested that at least four
more properties should be
acquired by the authority as
they are in the priority one
area. If the township
requests an extension of the
Lower Wingham Land
Acquisition Program, more
properties will be ac-
cumulated by the MVCA.
Turnberry, the benefiting
municipality, will be respon-
sible for 15 per cent of the
costs.
John Stacey, owner of Lot
180 and 182 in Lower
Wingham, and Brian Leach-
man, Lot 181, attended
council to ask that the town-
ship consider removing snow
and maintaining a roadway
leading to their properties.
The two had signed an
agreement with Turnberry
three years ago stating that
if they were allowed to build
homes on the lots they would
build and maintain the road.
They argued that the town-
ship should maintain the
roads because there are now
three homes on it with a
possibility of more con-
struction in the future. They
said that if maintenance con -
Unties to be privately funded.
further development may be
hindered.
Council refused to make a
final decision on the matter,
but decided to discuss the
agreement with its solicitor.
Councillor Doug Fortune
explained that if council

that the strips on the bridge
in Lower Wingham might be
too narrow. He said that a
vehicle could slip off of the,
strips on either side of the
bridge.
It was decided that the
road superintendent, Ross
Nicholson, would find out the
cost of more hemlock for one
more strip on either side of
the existing planks. ,
