s4 do study on hospltaFs A Special three-man com- mittee -was' set up last week by T1#rnberry Township Council study the Wingham and et Hospital bylaws. The committee, consisting- of Reeve Brian McBurney and councillors Doug Fortune and Ben Malda1.will review the by- laws and snake recommenda- tions to the rest.off council. The township is mainly con- cerned about a bylaw regard- ing nomination and election of board members. According to that bylaw, anyone nominated to represent a municipality must reside within that municipality; however the nomination and votes can come from outside the municipality. Council feels that only residents of a muni- cipality Should be able to nominate .and vote for their oWn representative. Deputy2,- Reeve- •-Harold,_ Elliott, who sits on the hospital board, explained to council that all bylaw amendments must be proposed at the board's annual meeting in June, and are not voted- on un- til the following annual meet- ing- eet•ng, The township . decided to 'review the bylaws before forwarding its nomination to the hospital board. Mr. Elliott asked whether or not the 1980-81 representative would be paid for attending meetings. Mr. Fortune an- swered that if the represen- tative is nominated or ap- pointed by council, then he or she would be paid; if not, there would be no payments. ''1 don't think council has a right to pay someone it doesn't appoint, for anything, not just the hospital board,'' he said. In other business a closed meeting was held to discuss wages of the township clerk, Dorothy Kelly. It was decided she will be paid $16,500 for the year and be given two weeks holidays. Mrs. Kelly received $13,674 for general salary plus $1,500 for drain work last year, totalling $15,374. This year's wages will combine her salary and drain work payments. Road employees did not attend the meeting to com- ment on their wage increase, which was a 7.4 per cent hike to $7.25 per hour, not $7.50 per hour as was reported two weeks ago. Therefore council passed a motion granting the increase. Brian Hallman attended the meeting to enquire about a building permit to erect a home on property at Victoria Square in Lower Town. Mr. Hallman, who has been after a permit for some time, was advised to see if he could get a septic tank approval first. He reported - that the Huron County Health Unit was in favor of the septictank op- wait for comments on tJl proval providing a 50=foot propo 1 from the Maitland buffer zone existed between: the water line and the lines of the tank. Mr. McBurney suggested. that the property, which borders the Maitland River % for and is zoned natural environ ment, may not be able to: support a structure, therefore pilings would have to be inr stalled to reinforce the bank, HcF also stated that if trees were removed from the bank in order to build the home, the bank might eventually, collapse. Mr. Hallman assured council that reinforcementsS .'. would . be installed and he would be willing to sign a statement relieving ,the: township of liability in the event of flooding or soil fallout.
