New policy for floodplain land may let municipalities expand Municipalities such as Har- riston and Listowel will be freed from growth limiting flood - control regulations by the pro- vince's new special policy for floodplain land, said Ian Des- lauriers, resource manager for the Maitland Valley Conservation Authority Monday. About 40 per cent of Harriston and large portions of Listowel have been designated as flood - control land as a result of the flood regulations said Mr. Des- lauriers. 41,4 WINGHAM CIII(ISTMAS PART N THURSDAY,' DEC. 15 6-10 p.m. 1O% Discotint ON ALL YOUR PURCHASES r4 Ay 4 ip FREE CANDY FOR THE KIDS! The authority's approval on the policy in principle last week paved the way for any of the 32 municipalities in its area to apply for the exemption. ,Deslauriers said Harriston town council has approved an application to the province for the exemption and Listowel is ex- pected to do the same in January. To qualify for an exemption, a regional storm study has to be conducted, outlining what areas should be designated as flood- plain, land. If the municipality doesn't agree with the area out- lined, a remedial measures study is conducted. Brussels, Gorrie, Wroxeter and Fordwich have not completed the necessary studies, but Des- lauriers said he thought they might also qualify. In some towns, floodplain land would take up two-thirds of the commercial property, 'said Mr. Deslauriers, but if engineering changes to provide adequate drainage aren't economically' feasible the municipality is left with a substantial floodplain area. In this case, it may apply for the exemption so it can build on the designated area anyway, he said. With provincial approval, the community may build flood - proofed buildings on floodplain land. It is economical to floodproof buildings, especially if done at the construction stage. Risks are high if municipalities ignore flood regulations, the resource manager said. But if flood precautions are taken, flood damage can be greatly reduced if not :eliminateed, he added. In this watershed alone, there have been four floods in five years. And, he noted, "every time flood relief is offered, we all pay through our tax dollars." Small details The Wingham Advance -Times, December 1,4, 9777—Ne ;1 J Ho So students epee ctda , ,i . The fire was discovered at 6:30 a.m. • Monday when Debbie Denomme, assistant director of the Vanastra day care centre., arrived for work. The fire damaged the business offices, locker rooms and washroom areas. Eighteen members of the Brucefield volunteer fire depart- ment were at the scene within minutes of being , called. The Clinton fire department also fought the blaze.,, Firemensaid the fire had ap- parently smouldered for several hours, damaging the men's lock- er room, before breaking out in the women's locker room. The roof over those areas was destroyed. The main auditorium, the day care centre, and the swimming pool area had only smoke damage. June Tomkins, assistant director of the centre, said she hopes the centre can be cleaned up in time for Saturday night's Christmas dance being held by the Huron County singles club. Legislature undecided on Xincard When Liberal environment critic Murray Gaunt (Huron - Bruce) called the Energy Minister James Taylor to release the report on •the Kincardine greenhouse project Monday, Taylor replied with "frankly, I haven't read the report yet." Mr. Gaunt was asking why the report hadn't been released when it was completed and was told by' Mr. Taylor that'while he sees no reason why the report shouldn't be made public, the legislature has not yet arrived at a decision i • n e p ro l ect on the project. The project involves using waste heat from the Bruce nu- clear plant to heaLgreehouses and fish farms. Gaunt said laterthat the steer- ing committee on the projecthas apparently received the report, and he said Taylor's deputy minister is chairman of the com- mittee. "He (Taylor) has got to have it kicking around somewhere," Gaunt said. "He should have had it' by now."
