Meeting is set to consider
reporton Johnson drain
A meeting will be held in
mid-January to consider the pre-
liminary report on the Johnson
Drain, East Wawanosh Township
council decided last week. It
selected Jan. 17 for the meeting
but will check whether that is
agreeable to Morris council.
The meeting will bring coun-
cillors from the two townships
together with ratepayers along
the drain and township engineer
E. W. Shiftlett to discuss what
should be done to repair the
drain, which is used, by land-
owners in both municipalities.
Mr. Shiflett attended council's
meeting ,Dec. 6 to explain his
preliminary report, in which he
confirms serious problems with
the drain exist and presents two
alternatives for repairing it.
The Johnson Dram at ,present
has insufficient capacity along its
entire length, he said. This is
because the drain originally
consisted of an open ditch to
which a tile was, added in 1908 to
supplement its capacity. Over the
years the open ditch, which he
estimated had carried three
quarters of the water, was filled
in leaving only the 12 inch tile to
• bear the whole load.
An engineer's report prepared
in 1961 recommended the existing
tile be supplememented by
installation of a larger tile

iency in her first .year studies.
The Belmore Midgets cameout
on top in a 3-1 hockey game with
Normanby. Other local teams
were not so lucky, the Tykes de-
feated by East Howick 10-1;
Squirts losing to Normanby 9-0
and the Intermediates trampled
by Pinkerton 6-1.
parallel to it, he said, but no
action was ever taken on the
report.
The alternatives Mr. Shiflett
-presents in the preliminary
report are: (1) Installation of the
supplementary tile as recom-
mended in 1961 or (2) Replacing
the present tile with one large
enough to carry the whole flow.
He estimated the cost .of the
first alternative at $44,749 while
the second was estimated at
$67,408. Subtracting available
grants would cut the actual cost
to the ratepayers considerably,.
he indicated. He said he couldn't
imagine landowners opting to
have, the surface ditch reopened.
He also noted that for the dram
to function properly the Ellison
Drain into which it flows should
be cleaned out. Currently the
outlet into the Ellison is under
about 11/2 feet of water. This
clean, -out is not included in the
estimated costs of repair, he said.
He did not recommend one
Alternative over the other but told
buncil it is obligated to repair
the drain so long as any of the
landowners paying into it de-
mand sufficient outlet. 'Majority
agreement among the' land-
owners is .not necessary for
repair though it is for installation
• of a new drain, he explained.
He said there is a misunder-
standing among some of the
landowners in Morris; they think
that if they refuse no work will be
done.
"The point I'rn making is 'that
that's not true," he told council.
"It's up to you whether it gets
done or not." He also noted that
not all the landowners on the
drain in Morris Township are
violently opposed to the ,repairs,
"although it might have appear-
ed so at the field meeting."
The major impetus for getting
the drain repaired comes from
East Wawanosh farmer Karl
Whitfield. Mr. Whitfield ap-
proached council in September to
demand a. proper outlet for his
drainage. A portion of his farm is
underwater and he is unable to
grow crops on it, he said. He
agreed to circulate a petition for
the drain repair and subsequent-
ly a field meeting was held and
the preliminary report prepared.
