president blasts govt
r nuclear plant decision
ident of the Ontario
ation of Agriculture has ex
'd"great concern" Over the
Ckitatio government's decision to
' e1Ken pt the Darlington nuclear
generating plant from public
enironmental hearings.
Charging the government with
"less than open" behavior, Peter
Hannam declared the project has
been "guided through the politi-
cal shoals by order -in -council and
regulation: Any public meetings
that were held were controlled by
Ontario Hydro," he added, call-
ing this a ludicrous situation.
"Of what use is lip service to
public participation — through
the Environmental Assessment
Act or the creation of the Porter
Commission?" he asked, "when,
by a single stroke of a minister's
pen, we are left with the arbi-
trary use' of power."
Mr. Hannam strqngly urged
the government to reconsider its
decision, adding: "The environ-
ment of Ontario must not suffer
just to facilitate construction

tieorge herr, Ontario environ-
-ment minister, last week an-
nounced that the multi -billion
dollar generating plant to be built
on the shore of Lake Ontario near
Oshawa will not have to pass
through environmental hearings.
He said the hearings would
likely delay construction enough
to cause power shortages or
require more costly alternative
generating plants.
He also said Ontario Hydro and
the government had made
Significant decisions about the
province's energy requirements,
the type of generating station and
its location before the Environ-
mental Assessment Act was pro-
claimed in 1975. •
Ontario Hydro has submitted
two reports to the ministry
describing the expected effects of
the project on the area.
