There had been a mixup be- tween the fire chiefs on the ques- tion, Councillor Ralph Campbell reported, which led the township to believe it would be billed by only one" department for each fire, with the other's expenses covered imder mutual aid. Now it has learned it must pay both department S for calls to which both respond. This left the township in the position of having to pay Blyth $560, which had been held back last month pending an explan- ation of the mutual aid agree - wait, and Wingham $900, which had previously been refunded, for calls into the Blyth fire area. In addition, iE paid $1,700 in new bill- ings for several fires including the ones at the arena and the gen- eral store. Council didn't object to paying for the fire calls. "It's fair enough as long as it's right," Councillor Donald Dow said, but he noted council has heard two different stories, each of which wins held to be right at the time, and asked: "Is this right now?" Questioned later in the week, Wingham Fire Chief Dave Cro- thers explained mptual aid is simply an agreement that one fire department will assist an- other in case of fire. Wingham Fire Department charges $100 per hour for fighting a fire, Mr. Crothers added, and he pointed out this remains the same whether one piece of equip- ment or the entire department is called out. Recently Blyth has adopted the same flat fee ar- rangement. Mr. Campbell also reported to council that some fires in East Wawanosh are now designated as automatic two -alarm fires, meaning both Wingham and Blyth will immediately be called in. The designation is based on the number and size of buildings in an immediate area, he said, citiS ng ne11 F eed andS upp an example of a two-a1arm call. Mr. Crothers agreed that Blyth Fire Chief Ervine Bowes has said he will automatically call Wing - ham for assistance if a fire is re- ported in certain areas. His own practice, he said, is to first determine how severe a fire is before calling in aid. He em- phasized, however, that it is a fire chief's prerogative to call for assistance at any time he deems alcCeabilfy. BUILDING PERMITS ISSUED Council approved building permits for Simon P. Hallahan and Son, a pumphouse; William E. Hallahan, a porch and laundry room; Robert McComb, addition to a shed; Bruce Campbell, a silo; the Ministry of Transpor- tation and Communications, a sand dome; Gordon Caldwell, a driving shed; Henry Kikkert, a garage and barn; .and Murray Shiell, a pit silo and lean-to barn. Both barn permits were issued subject to the approval of the Ministry of the Environment. Council also • heard that changes have been proposed to ED FR the Municip0 Act as it relates to elections. The most notable change would be to move the election date to the third Monday in November from the first in December. Other proposed changes in- clude adding two hours to all polls, keeping them open from 9 a.m. to 8 p.m. instead of .from 11 a.m. to 8 p.m. as previously, and reducing the nomination period to a single day, though nomina- tion papers may be filed during the week preceding the 'desig- nat d day. Another change pro- viLes a return to two mandatory advance polls. In other business, council pass- ed a bank bylaw authorizing in- terim borrowing to pay bills on the Hallahan, Caldwell and Toll municipal drains and opened ten- ders for anew truck with snow- plow. A special meeting will be held with an engineer from the Ministry of Transport in Strat- ford to decide on a tender. Canada's boreal forest extends from Newfoundland to Alaska.
