The main feeling of council was that if thoy gave money to Blyth, they would be obligated to give money to other area arenas. CarmanCraig, appointed rep- resentative of Morris to attend the Blyth, meetings, was at coun- cil's July 5 meeting to report on what he has learned. The building committee is going to, operate the facility until October when the townships will be involved, Mr. Craig told coun- cil. "There are a number of prob- lems there, and I think there will be more," he said. "The building committee .is to accept all receipts from the bar. Ten barreceiptsfrom the first of the year until June totalled $5,100," he told council. The Lions Club and the Legion were also granted use of the bar and its re- ceipts. Mr. Craig believed this privil = e was given because of donations given by these organiz- ations. "It's going to cause hard feel- ings," he said. "Until a fee sched- ule is set to allow any non-profit orgapization in the area to rent the hall," he said, "I don't want to be involved in it." Councillor Bob Grasby told Mr. Craig that was why he was on the board, to assist in changes that are needed. Mr. Craig agreed to see what happens in October at the meetings. Drainage in the Sam Pletch subdivision was discussed with Reeve William Elston to see the planner, engineer and the Minis- try of Natural Resources to ask about a closed drain. Mr. Pletch will post enough money to cover the cost of a closed drain system. if a closed drain is not approved, he will post enough money to cover repairs on an open drain, Bob Campbell, of Goodall and Campbell told coun- cil. Council will be holding a spe- cial meeting July 21 at`9•a.m. at which all residents along the Blyth Creek Drain from Lot 16 east to the end of the drain are to be present. The meeting is to clear up any misconceptions about who pays • for the cleaning of the drain. Commissioner of the drain, Deputy Reeve Thomas Miller, re- ported to council that the re- ' moval of dams on the drain clear- ed a lot of the troUble. A detour will be in effect in the township July 30 due to the Blyth Centennial Parade from 1 p.m. until 4 p.m. North -bound traffic east on County Road 25 will be de- toured to the first sideroad and then north to the eighth conces- sion and east back to Highway 4 Morris Council is to advise township consultants, Dawson and Johnson, Stratford to pro- ceed with a bridge study at the upset limit of $1,300. The cost is based on the ap- ,praising of 13 bridges and the ministry's share of the cost is 100 per cent. Council received a petition to clean the McCall Drain of which Mr. Grasby will be commission- er. The request was from Ken Shortreed, Richard Hadley and Don MacGregor. Bylaw No. 9 was passed by council to complete work on the Young Municipal Drain. Morris's percentage is $2,700. The drain starts in Hullett Township and runs into Morris. The township has tile drain loan requests at the total of $50,900. Clerk Jane Badley has received pamphlets on tree planting for windbreaks from the Ministry of Natural Resources. The ministry had received requests for in- formation on the subject and feel that many people may be inter- ested in it. Septic tanks were approved for the following: Warren Knight, Mary Cunningham and H. Nies- sen. A severance for Murray and Helen MacFarlane was ap- proved. A certificate of compli- ance was granted to David Lin- ton, RR 3, Blyth for fanning operations. Account were approved.
