Putting money
where the jobs are

Smaller firms can and do
provide the vast majority of
Canada's new jobs, but they
could be producing even
more employment if given
the right incentives and sup-
port
That's the only conclusion
one can draw from an as-
toundingly successful On-
tario small business pro-
gram that has now been dup-
licated, in part, by many
other provinces.
Developed in 1979, On-
tario's Small Business De-
velopment Corporation plan
was introduced to encourage
more individuals and cor-
porations to invest in the
smaller firms that were pro-
viding most of the province's
new jobs.
To that end, the govern-
ment provided a grant or tax
credit equal to 30 per cent of
the amount invested in the
corporations. The corpora-
tions were then required to
invest the money in eligible
small businesses. These now
include small companies in-
volved in manufacturing,
processing, tourism, re-
search and development, or
book publishing.
Here's what happened, ac-
cording to a recent report on
the program prepared by
Toronto accountant William
Farlinger. . -'
By March this year the
provincial government had
provided $70 million in
grants and .tax credits. The
result: some 488 small busi-
nesses received more than
$210 million in new capital.
What is intriguing is that
the tax break enticed a lot of
new investors into "the sys-
tem. One-third of the inves-
tors, for example, had never
invested in small businesses
before the program started.
More important are the
figures that show just how
successful the program has
been: investments by the
corporations' have generated
$860 million in additional
sales, $490. million in addi-
tional production, and a
whopping $360 million in la-
bor income.
The investments have
been directly responsible for
creating 5,000 jobs, and indi-
rectly another 6,000 jobs,
even though the majority of
the money has gone to firms
with fewer than 50 employ-
ees.
It's important to note that
the program has only been
operating for five years, yet
the businesses involved have
been able to chalk up such a
successful track record.
"We're continuing efforts
to convince the other pro-
vinces to fully duplicate the
Ontario program and help
create more badly needed
jobs," says John Bulloch,
President of .the 64,000 -mem-
ber Canadian Federation of
Independent Business.
"Some of the _,governments
have gone partiv4ay, but the
programs in other provinces
are certainly less"successful
than , those in Ontario, per-
haps because there. are
greater restrictions."

The author has told these
in such a way that you know
exactly what he is saying
and you get the picture im-
mediately. He wastes no
words and so comes to the
point giving you full enjoy-
ment of the ghostliness.
Pitch pine occurs in Cana-
da in only two small areas in
the Upper St. Lawrence
River Valley.
