Finally, someone at Canada
Post seems to have arrived at
the conclusion that the gov-
ernment agency shouldn't be
competing unfairly with the
country's smaller retailers,
and particularly those inout-
lying areas.
At least that appeared to be
the logical conclusion emanat-
ing from Canada Post, that an
experimental program where-
by catalogue sales offices op-
erated by postal employees for
Consumers Distributing in
several post offices would be
put on hold.
But decisions at Canada
Post are not always logical.
The Crown corporation, for
instance, took an earlier run at
the nation's community news-
papers, using its postal em-
ployees to convince and help a
variety of promoters put to-
gether advertising flyers, thus
drawing revenue from the
local newspapers. The flyers,
of course, were delivered by
Canada Post.
There is nothing wrong with
hard-nosed competition, but
when public facilities are
made available to the private
sector in a discriminatory man-
ner, the issue is downright
scandalous.
Now the post office is look-
" ing at getting into lotteries and
selling insurance, and airline
and travel packages to con-
sumers appear to be next on
a long list of services that
Canada Post might provide.
What's amazing about all
this extracurricular activity is
that Canada Post is still not
able to handle its primary
task, which is to deliver the
mail.
While postal planners and
employees are toying with
these so-called new businesses,
in efforts to reduce the deficit,
they continue to lose huge
chunks of the delivery market
to couriers.
Canada Post President
Michael Warren and his co-
horts should perhaps have a
look at Britain, where the mail
is delivered on. time. In that
country there are few courier
services, and the post office
actually makes money, as does
the U.S.. Postal Service.
"Canada Post simply can't
be allowed to use facilities
paid for by all taxpayers to
give some private firms advan-
tages over others," says John
Bulloch, President of the
64,000 -member. Canadian
Federation of Independent
Business.
"Our organization, as well
as a lot of others, has spent
time and money fighting this
postal issue, yet the Crown.
corporation still can't seem to
understand our position."
And that's why Bulloch's
organization will attempt to
make Canada Post and its
powers under the new Post
Office Act an issue in the next
election.
"They won't listen to rea-
son, so we'll be taking the
matter to the politicians and
the public," he says.
