"THE FIRST BITE
IS THE DEEPEST"
An integral and obvious
part off responsible pet own-
ership is colntrol-of the pet
under all c.ircumstances;
yet, the problem of bite
wounds from someone's pet
remains a controversial
matter.
When applied to dogs, the
"one free bite"' allowance is
no -longer tolerated in many
municipalities. A recently
passed and relatively un-
known Ontario statute called
the "Dog Owner's Liability
Act" places the liability of a
dog's actions directly with
the owner, regardless of the
owner's presence. If a victim
considers a dog is vicious,
the owner can be sued and
the dog euthanatized after
"just" one bite.
The severity of the pro-
blem has prompted Canda
Post to launch a nation wide
owner awareness program
to deal with current inci-
dents on behalf of its postal
delivery employees.
The reduction of pet dogs
attacking strangers can be
vastly improved in the future
by introducing puppies to as
many new people and situa-
tions as ''possible. Unfortun-
ately, some owners fall back
on their insecurity (e.g. liv-
ing alone) and encourage
their dogs to thregaten or
even attack strangers. The.
fact that these -owners will
not 'realize that bite wounds
from dogs or cats can maim
a per, on for life (particular-
ly little children) is an ap-
palling state of affairs.
If you are ever bitten, the
incident should be reported
to your family phys}}t4�an and
the local Medical Officer of
Health. Your physician
should examine and treat the
bite wound and it is very im-
portant as well, tp,locate the
pet's owner to ensure that
the animal's rabies vaccine
,is current. The Public Health
.Officials will become involv-
ed and the animal will likely
be quarantined for 14 days.
(A . rabid animal can only
transmit the rabies virus via
,its saliva during the last ten
clays of life. The few extra
dlays of quarantine are added
for safe measure).
The wounds themselves,
whether from bites or
sclratches, should be initially
allowed to bleed. This will
help cleanse the inside of the
wound, and it should ;be kept
clean with soap, 'water and
an :antiseptic. Even. if the
wound is small, you should
contact your physician.
Signs of heat, pain, redness
or swelling around the
wound site indicate that the
wound may be infected. Phy-
sicians and hospital emer-
gency services will, usually
administer tetanus -prevent-
ing innoculatioris to victims
of animal bites. '
Some people are definitely
more susceptible to bites or
scratches than .others. Even
a slight scratch from one's
own cat that, may never go
outside, can transmit bac-
teria causing severe infect-
, ion (so-called Cat -Scratch
fever) .
The only answer to pre-
venting wounds from pets, is
for owners to act in a totally
responsible manner and to,
control their animal, at all
times, particularly in public
areas such as parks or street
sidewalks. The onus is total-
ly on the owner. One cannot
expect an unsuspecting child
to know that a dog or cat
simply does not like .child-
ren. The owner cannot ne-
glect his -her responsibility to
protect and control a pet. In
m ost cases, one bite is one
too many.
