By W. Roger Worth Finally, a government has gone to bat for the smaller firms that have for years been deprived of the right to bid on many government contracts simply because they aren't unionized. Indeed, British Columbia Premier William Bennett threatened to halt the Expo 86 world's fair in Vancouver if non-union contractors weren't allowed to bid on construction work connected with the site. In this case, the unions argue that by allowing non- union companies - that may be paying less , than union wages - to bid for the work, union members will lose the jobs. No one has suggested that workers don't have the guar- anteed right to organize and form unions representing their interests. At the same time, though, smaller non- union companies, with less political clout in many pro- vinces and municipalities, should not be discriminated against simply because the . workers don't choose to form a union. Yet that's what's been hap- pening in many jurisdic- tions. The reality, of course, is that many unions have driven up wage scales to such a degree that they have priced their members out of jobs. Construction contracts are not the only contentious area. From one end of the country to the other, smaller companies have been frozen out of the so-called open bid- ding process. In Toronto, to name just one speciif-tcexampie -nom .._ union firms aren't allowed to bid on the city's printing con- tracts, and a similar situa- tion exists in •many other municipalities. That's wrong, and should , be corrected. The fact is, no Canadian taxpayer should be treated in such a discrimina- tory manner, and least of all the smaller non-union firms that have been creating vir- tually all the . nation's net new jobs. Small businesses and their employees pay hefty taxes, as do we all. So why should union shops get all the work and force all taxpayers to pay an inflated price for the product? Simply put, it's not fair. And that's why Premier Bennett should be commend- ed for his action. SPECIALS IN EFFECT FROM WED. Follow- ing the life of Ahbleza • (Robert Beltram) who is destined to lead his people to the scared land of their grandparents,. The Mystic Warrior is based on the novel Hanta Yo. Struggling to keep peace among warring tribes, Ahbleza must also protect his people from' the on- ' slaught of the white man and preserve their traditional way of life. The cast is made up entirely ofnative people. The Mystic Warrior marks another triumph for execu- tive producers Wolper and Margulies the makers of Roots and The Thorn Birds. Directed by Richard Hef- fron, the mini-series pays sensitive attention to authen- ticity. The screenplay, based on the Hanta Yo novel by Ruth Beebe Hill, was written by Jeb Rosebrook. Joining Beltram in the cast are Devon Ercison as Heya- tawin, his wife; Nick Ramus, James Remar, Ron Soble and a special appearance by Will Sampson.
