ST. PATRICK'S DAY ASSEMBLY -An assembly
celebrating St. Patrick's Day was held last Friday morn-
ing at the Wingham Public School. Mrs. Robertson's
morning Kindergarten class played a marching rendition
of "MacNamara's Band" at the assembly which was.
held a week early because of the March break.
Ratepayers are upset over
high cost of Fortune Drain
Ratepayers involved with
the ill-fated Fortune
Municipal Drain discussed
the matter at last Tuesday
evening's meeting of Turn -
berry council.
After almost four years in
the works, the four
ratepayers assessed into the
drain only recently received
final billing. The drainage
works were plagued by poor
weather and labor disputes,
all of which have resulted in
an increase of almost 35 per
cent in the originally
estimated cost.
Bill Shifflett of Gamsby
and Mannerow, the firm that
engineered the drain, at-
tended the meeting to try
and explain to George
Merkley, Barry Ireland and
Louise Marritt why there is
the extra cost to the drain.
Mr. • Merkley, whose
assessment is over $20,000,
told council and Mr. Shifflett
that his main concern is the
cost of the drain. Four years
ago when the engineer's
report was... brought . down,
base for the tile in its
swampy section. Also the
drain took a lot longer to
complete than anyone ever
expected, which added
significantly to the cost.
Engineering' fees, which
were first estimated at
$6,436, more than•doubled to
end up at $14,900.
Mr. Shifflett cautioned the
ratepayers they were in-
formed early on in the
drainage works when the
trouble first arose that the
cost of the drain would be
more than had been
estimated.
But the three ratepayers
present said they had no idea
it would be so much more.
Ratepayer Jim Renwick did
not attend the meeting.
Mrs. Merritt said she was
disappointed, with council in
its lack of communication
with the ratepayers about
the cost of the drain and how
the work was progressing.
Reeve Brian McBurney
told her he thought council
had gone out of its way to
the make sure the -ratepayers
knew what was happening
with the drain, adding it
called a meeting with , the -
the estimated cost of
drain was. $.55,583., But due to.
extenuating:, circumstances,.
its cost has shot up to $74,594.
Mr. Shifflett said the
Fortune Drain is the most
complicated one he ever has
been assigned to and he
attributed the extra cost
mainly to the stone that had
to be used to build a suitable
progress.
Council had no idea either
how much the drain was
going to cost until last
December when it received
the final statement of billing
from the engineer.
Council went into com-
mittee -of -the -whole to
discuss the situation further.
Deputy Reeve Doug Fortune
declared a conflict of in-
terest and refrained from the
discussion.
AMEND BYLAW
Building Inspector Alex
MacDonald attended the
meeting to suggest that
council enact an amendment
to its building bylaw stating
minimum setbacks from the
centre line of the road for
buildings.
After some discussion it
was decided that new
buildings in open areas must
be set back 75 feet from the
centre of the road and in
built-up areas, new buildings
must be in line with existing
structures.
In other business, Road

trouble.

apply for $145,000 in sup-
plementary subsidy from the
Ministry of Transportation
and Communications for a
new grader. He also will
apply for $13,000 in sup-
plementary subsidy for
municipal drainage work.
A drainage tribunal
meeting into the Bolt
Municipal Drain will be held
Thursday, April 19, at the
municipal office in Bluevale.
The tribunal will hear
assessment appeals from
ratepayers John Mundell
and John McNaughton.
The next meeting of
Turnberry council is
scheduled for March 19 at
the municipal office at
Bluevale.

passed away in St. Joseph's
Hospital on Friday, March 2,
in his Beth year.
Mr. Bailey was a former
resident of Wingham and
was a miller for Howson and
Howson Flour Mills for 17
years.
He was the dear father of
Ted Bailey of Belleville and
Mrs. Lloyd (Ellen) Carter of
Wingham. He is also sur-
vived by one brother, Fred of
London, eight grandchildren
and two great-granddaugh-
ters. He was predeceased by
his wife, Ethel (Vanner)
Bailey, a daughter, Mrs.
Grace Grey, and a sister,
Mrs. F. (Louisa) Vanner.

Gorrie native
dies in 56th yr.
Grace Ford passed away
Saturday, March 3, in
Mississauga hospital in her
56th year.
Born in Gorrie on
February 3, 1929, Mrs. Ford
was a daughter of the late
Earl and Ruby Harper.
Surviving, besides her
husband Ken of Mississauga,
are three sisters, Mrs. Joe
(Clara) McInnes of Ford-
wich, Mrs. Alex (Betty)
Holtzhguer of Cambridge
and Gladys Harper of
Tillsonburg; one brother, •
Nelson Harper of Palmer-
ston; and several nieces and
nephews.
The late Mrs. Ford rested
at the Turner and Porter
Funeral Home, Mississauga,
where service was held
Tuesday, March 6.
