The major reason for the
deficit was over -spending of
last year's road budget.
Road Superintendent Ross
Nicholson said the con-
struction project on the
township's 10th line cost
more than was budgeted.
Council also paid the final
instalment of $50,600 on the
grader it purchased in 1982.
Members had expected a
supplementary subsidy on
the grader from the Ministry
of Transportation and
Communications but none
was forthcoming.
All in all the road account
was overspent by some
$80,000, but savings in other
departments and a $55,000
surplus of township revenue
kept the deficit down to the
$16,000 mark.
As far as this year's road
subsidy -is concerned, Mr.
Nicholson reported the MTC
has granted the township a
meagre 2.5 per cent increase
in funds for township road
work.
The township will • receive
$130,200 for roads in 1984,
compared to $127,100 in 1983.
Turnberry will kick in
another $90,000 ap-
proximately, but even at that
several road projects
planned for this year may
have to scaled down or
shelved entirely. '
Mr. Nicholson said he
hopes to do some work on the
township's fourth concession
this year, but he is not sure
now how much. Also he
wants to pave two streets in
Lower Town and possibly put
a surface treatment on the B-
line.
Council members were
surprised that the township
,received -such , small
subsidy increase and
decided to speak to Huron -
Bruce MPP Murray Elston
about the matter.
In the meantime Mr.
Nicholson was instructed to
apply for supplementary
subsidy for the Lower Town
project, the B-line and -some
drainage repair work. He
estimated he 'would be, ap-
plying for at least $50,000 but
added he would not receive
that much back.
FEDERATION ATTENDS
Later in the -meeting a
delegation of federation of
agriculture members, Aart
de Vos, Hans Rasmussen,
Doug Garniss and Bob
Harris, attended to ask
council if it would consider
paying the federation a levy
instead of the usual grant.
The levy would be a small
amount (a percentage of a
mil) tacked onto each tax
bill. If any ratepayer
disagreed with the practices
of- the federation, he could
ask for a refund.
Because Turnberry has
gone , to computer billing,
council decided it would be
too much of'an imposition to
ask the clerk to tack a levy
onto each tax notice and
distribute possible refunds. '
It could cause dissent among
the ratepayers as well.
"You'd hear a big
ruckus,” predicted Coun-
cillor Randy Scott.
Council decided instead to
give the federation a grant of
$662, the amount equal to the
sum arrived at for the town-
ship under a levy system.
In other business council
voted to forego the penalty
on overdue taxes on the
MacGowan (Brookhaven)
nursing home as a gesture of
good will.

letter from the MacGowans
stating that since they did
not get a tax bill after they

berry ended 1983 with -a

councillors were told at a
meeting last Tuesday
evening.
