rules against
zoning change
1 .
An Ontario Municipal
Board hearing -into a
proposed zoning .change
bylaw in Morris Township
was held last Thursday at
Belgrave. The board ed
against a zoning changeo
agricultural-comme:/ al -
industrial from agri p^ tural
for Morris resid'` t Mel
Jermyn.
Mr. Jermyn ha, intended
to set up a machinery repair
business on the property in
question.
• Proximity to an existing
farm unit was cited by 'The
board as the main reason for
denying the zoning change.
• It was felt the change could
restrict East Wawanosh
farmer Dick Moore from
future expansion. The Moore
farm is directly across High-
way No. 4 from the Jermyn
property.
Harold. Flamming of the
Fergus office of the Ontario
Ministry of Agriculture and
Food testified that the parcel
in question (Jermyn's) could
restrict future expansion of
Mr. Moore's farming
operation under the Ontario
Foodlands Guidelines for
recommended distances.
Last September Mr: Moore
applied for a certificate of
compliance from the
ministry to renovate the

Dow, Angela Coultes, Donna

Ruth Higgins, Paul Coultes,

tosh, sang two numbers
accompanied by Mrs.
Roberts at the piano. Mrs.
Kenneth Wheeler thanked
the group.
Mrs. Janisa Coultes and
Mrs. Bob Gordon conducted
the worship service in the
church sanctuary. Mrs.
George Procter accompani-
ed the hymns. Everyone took Sam Pletch, Mrs. John

barn on his East Wawanosh
farm to house 1,000 pigs and
to install a liquid manure
system.
Mr. Moore testified that
the zoning change to
agri cultural -commercial -
industrial could hamper his
expansion plans because it is
too close to the his barn. East
Wawanosh council also
opposed the zoning change.
Another reason cited by
the . board for denying the!'
change was that since
Morris Township has no
building inspector it would
be difficult to enforce the
zoning.
Two Morris landowners,
Bill Stephenson and Harry
Brydges, also were opposed
to the zoning change. Mr.
Stephenson testified he is
opposed to the general ap-
pearance of the Jermyn
property. Mr. Brydges did
not attend the hearing.
Also testifying were
Wayne Caldwell of tht*Iuron
County Planning Depart-
ment and East Wawanosh
Clerk -Treasurer Winona
Thompson. Mr. Caldwell
said the zoning change
conformed to the county land
use plan and Mrs. Thompson
outlined. the .steps taken by
her council in the matter.
Mr. Jermyn also testified,
' according to Morris Clerk -
Treasurer 'Nancy Michie.
Mrs. Michie said Mr. Jer-
myn told the hoard he felt he
proceeded in the proper
manner • and added he in-
tended to farm the property
around the parcel in question
until he could find a buyer
for the farmland.
Mr. Jermyn applied for a
severance last year and it
was granted by the county
land division committee last
June, subject to passage of a
spot -zoning bylaw at the
township level.
The county planning
department prepared the
necessary bylaw and Morris
council gave it three
readings before circulating„
it. to landowners within 400
feet for objections. Four
objections were' received,
thus 'necessitating last
,_.week's OMB hearing to
decide the matter.
