the subject haabeen discuss-
ed,
ed, but nettling was done,
evenwhen bankruptcies
reached near record levels.
What's worse than the long
list off promises that simply
can't be fulfilled, though, is
the damage done to what ap-
peared to be an on-going con-
sultation between the
government and various na-
tional interest groups. For a
time the politicians in Ot-
tawa seemed to be listening.
But instead of using this as
a strength, the government
has acted irresponsibly by
producing a document that is
filled with so many promises
that they couldn't all be ful-
filled in three years, let alone
in the year or so remaining
before an election must be
held.
To many, politics is a
game, but there are times
when a government has an
opportunitylto ride above the
day-to-day bickering that
seems to be a hallmark of the
system. This was such an oc-
casion. it's sad that it was
missed.
Perhaps John Bulloch,
President of the Canadian
Federation of Independent
Business summed it up best
when he said "it's a good
thing goldfish don't vote, or
there would have been, pro-
grams introduced for them
too."

Traditionally, few people
in little Harbour Grace, .
Newfoundland, are concern-
ed about what the govern-
ment announces in the
Throne Speech. Nor are the
aluminum workers in Kiti-
mat, British Columbia, the
wheat farmers outside
Regina, the hard -rock min-
ers in Timmins, Ontario, or
fishermen who normally
work the seascape off Que-
bec's Gaspe Peninsula.
And yet, and yet ... there
are more than one million
unemployed in • these , and
other places in Canada, with
Millions. of. other restless
""`people staying , up . late to
worry about their own fu-
tures and their jobs.
So the federal government
was presented with one of
those rare opportunities
when a realistic, down-to-
earth message would not
only be useful,-; but could
have been stimulating and
-important. ,
What happened? Instead
of the straightforward, up-
front message that' would
have been well understood
by ordinary people,.
Canadians were presented
with. such a hodgepodge of
policies; promises and ideas
that it becomes apparent the
writers and people who ap-
proved what could have been
an '_-rtportant event are
grasping at straws.
In a word, the speech was
shameless propaganda. It
was unrealistic, unhelpful,°
"selfservtng and had little fo-1
cus and absolutely no direc-
tion for a troubled country.;
In fact, it will net be possible
to pass even one-half of the
government's promises and
plans in theteXt session of
Parliament:
Such an exercise in futility
is not helpful in the country's
present circumstances. Con-
sider just two examples: •
Since 1971, the government
has been talking about a new
competition policy that
would place•smaller• firms on
a more equal footing with
their big business counter- '
parts. -A1 few amendments
were made in 1976, but
there's been no action since.
Now, after 12 years of dilly-
dallying, we're .sutiposedly
going to get change. Don't
hold your breath.
