The roads superintendent asked council if they should continue to accept items that still contain re- frigerants. He told council they fi- nally have all the refrigerants re- moved from the items already at the landfill site. "Are we still going to accept these items?" he asked council. The roads superintendent said they could segregate the materials with freon in them by placing them in a fenced -in area. He noted that some people cut out what they think is copper wiring. However, he added that the wiring is acivally copper -plated steel. "We are responsible for the fre- on." Coun. Jim Campbell said he didn't see a problem in still accept- ° ° ing these materials as long as they were red -tagged. • Roads superintendent Campbell said the freon has to be removed by a qualified person. Coun. Campbell said putting up a fenced -in area for refrigerators t and other items containing fi__.. will be another expense for the h township ratepayers. He added b even if a fence was put up there are d still people who would abuse it. Campbell said the East Wawanosh landfill site is one of the last sites in the region to accept fridges with freon. He then made a motion that all items containing freon be red - tagged before being accepted at the landfill site, and that the freon has to be removed by a qualified per- son. During a later discussion of council, roads superintendent Campbell asked council for some manner of controlling the amount of garbage being brought to the landfill site. The suggestion of user -fees and bag tags came about. Council made the motion that residents would have to use tags for their garbage to encourage reduction and recycling. After some further discussion, Coun. Fred Meier made a motion that each household in the township would be given 50 free (garbage) bag tags. "Once those 50 tags are used up, the people will have to pay for ad- ditional tags," said the councillor. Campbell said the best way to get the people to use the tags would be to set an implementation date. Council passed a motion that will have the bag tag program start Feb- ruary 1, 1996. He added that he would check he fee charged to the East Wawa - nosh Township ratepayers in the amlet of Auburn. Once that has een done, the actual figure will be ecided upon for the township. The roads superintendent will Iso be making up a fee schedule or tires being dumped at the site. There will be a different rate for assenger vehicle tires, tractor tires, nd truck tires. "It costs us money to get rid of Sawmill approval gran -ted. BELGRAVE - Tri -County Lumber has finally received approval from East Wawanosh Township council to build its sawmill. Township clerk -treasurer Wino- na Thompson told council that the Ontario Municipal Board (OMB), at a recent OMB hearing, the mo- tion was dismissed as the two sides had reached an agreement regard- ing the property at Part Lot 28 of Concession 6. Peter Parent of Tri -County Lum- ber gave council a site plan for the property. Brian Treble of the Huron County Planning Department said that he had viewed the original site plan, earlier in the month, and there were a couple of concerns. Howev- er, a revised site plan was present- ed to council last Tuesday. Council accepted the site plan agreement and passed By-law 26-- 1995 which changed the zoning of the property. The site plan agree- ment will be registered on the title. The township clerk will also in- form the OMB that Tri -County Lumber has adhered to the OMB regulations. "We have to look at ways to recoup our costs, especially in the light of provincial budget cuts." Campbell will also be looking into the fee schedule of other mu- nicipalities for putting in drive ways and culverts. He said that the township will start charging people for this ser- vice next year. While all councillors were in fa- vor this user -pay fee, Coun. Jim Hunter said that everyone having a driveway or culvert put in should pay. The roads superintendent said that he is trying to keep his depart- ment's costs down, so he is not calling anyone in unless he abso- lutely has to. "If December is not too bad (weather wise), we (the roads de- partment) will not go too far into the red," he'said. He added that there is still about $15,000 remaining in the roads de- partment budget for December. .
