Turnberry council has passed a
va -Vti*etr• road: maintenance policy for
the °(eiwnship. Although Turnber-
' t'y's winter maintenance program is
virtually unchanged from years
gone by, this is the first time coun-
cil has put the policy in writing.
The township. •road 'crew will
keep all municipal roads within its
•;:;boundaries open to the public, un-

Mat it is not safe to be on the roads.
Turnberry concessions and side -
roads will be open by 8 a.m. If a
Scorn'►® starts after 5:30 p.m., no
plowing will take place until the
next morning unless an emergency
situation arises. Roads are to be
plowed as soon as four inches of
snow have fallen or there is heavy
drifting. Sanding and salting will be
used to provide traction and reduce
hazard.
Although Turnberry's road poli-
cy is the same as in other years,
Reeve Brian McBurney noted that
: many municipalities are cutting
back. For example, there will be no
maintenance of county roads from
12 midnight to 5 a.m.
Turnberry Councillor Bill Pur -
don said he believes it is a good
idea to have the township winter
road policy in writing.
Building permits
Three building permits were ac-
knowledged at the first November
meeting of Turnberry council. The
building inspector, Paul Josling,
will issue the permits subject to the
necessary approvals and zoning by-
law requirements being met.
Permits will be issued to: the
Wingham Sportsmen's Club, Low-
er Town, renovations to washrooms
and an addition to the building;
Terry Matz, Blwev'ale, a residential
addition and Cold Springs Farms
Ltd. in Trust, south part of Lot 23,
Con. 1, a two-storey turkey barn.
In agreement
Members of Turnberry council
found themselves in agreement
with'' three' other Huron County mu-
`nieipalities at the first November
meeting by endorsing three separ-
ate resolutions.
Turnberry council supports the
Township of Grey's concerns with
logging companies stockpiling logs
within muncipal road allowances.
Council also agrees that some pro-
tection should be carried out either
by a clause in the Notice of Intent
or by issuing some type of permit
with conditions attached.
It even was suggested that a re-
fundable deposit, substantial
enough to cover any damages, be
collected.
Turnberry also is in agreement
with the Township of Morris's con-
tention that a portion of property
tax should be paid before landown-
ers can collect the provincial farm
tax rebate.
Thirdly, Turnberry endorsed a
resolution from the Village of Bay-
field requesting a thorough review
of the Huron County Board of Edu-
cation's entire ,operation. This
comes in Tight of a significant pro-

levy for 1996.

gravated and annoyed as well as
changing my previously good opin-

Wingham Public School, our sin-
cere appreciation to Wescast Indus-
tries for supporting the purchase of
the Second Step anti -violence cur-
riculum.
In. a country where violence is
too often seen to be the best (and
sometimes only) way to solve prob-
lems, whethee it be on T.V., on the
Internet, or in sports, surely good
attitudes need to be taught at an
early age. It is the hope of the WPS
staff that Second Step will be an
important part of ongoing efforts to
teach healthy and co-operative rela-
tionships.

library. Like most 'people I work
until 5:00 p.m. (library closing
time) on Friday therefore, I called
ahead to inquire about the books.
After speaking with a pleasant
person on the phone, she located
the books and offered to set them
aside at the front desk, with my
name on thein, so the check out
would be fast and easy.
I left work early and, admittedly,
rushed to Wingham from Blyth to
make the 5:00 p.m. deadline.
According to my watch and
CKNX-Radio, I arrived at 4:58.
I ran up the sidewalk to find the
door locked and two employees
putting on their coats.
After trying to communicate my
request by hand gestures and yell-
ing through the windows, all I got
was an "I am not impressed" look
and a point to her watch.
If either employee had taken 30
seconds to ask what I wanted, they
might have realized their departure
for home would not have been de-
layed past 5:00 p.m.
Adding to my frustration was the
fact that all local Huron County li-
braries were closed on Saturday for
Remembranl:e Day as well as the
usual Monday closure.
Needless to say, my research
now lacks the information which
could have been obtained with a lit-
tle consideration from the library
staff.
Consideration and courtesy is all
