On Sunday, Sept. 17 I had the
opportunity to visit and,, spend
some time in your beautiful town
of Wingham.
The highlight of my visit was
when I met Wingham's favorite
son, Mr. Earl Heywood. I was hon-
ored to share the stage with this
fine talent at the Royal Canadian
Legion.
Back in 1956 when I was going
to school in Newfoundland, Earl
was an Idol of mine, and I had his
song books, records, and even
wore a white h'at like he did back in
the fifties. Today, he is 76 and he is
still going strong.,
To share the stage with him dur-
ing my visit, and shake his hand
was a dream come true. This man
is a legend in his own time, and the

For those of you who have
been reading my submissions for
the past three and a half years, it
probably comes as no surprise for
me to admit my political leanings
fall somewhat right of centre.
This Quebec referendum has
me concerned; not so much about
the outcome, but the plain and
simple fact •that we let it go
through. Many of the people I
have spoken to over the past
couple of weeks have expressed
similar concerns.
In the late 1930s a young man
in Europe also had similar visions
of his own country, somewhat di-
verse from our French neighbors,
but not so distinct in ambition.
Many• thousands of brave men
died to prevent this man from tak-
ing over the lives of others. Many
brave Canadian soldiers died to
preserve democracy. •
'With democracy comescertain
rules that we all must follow.
Most of these rules apply to keep
some semblance of order of, the
streets. I recently had a lengthy
discussion with one of my elders
about this particular rule: treason.

Perhaps in considering the fu-
ture of our fine nation, we must
remember dearly those who died

plan, to be conducted later this year
and early in 1996.
A representative of the Bruce
County Planning Department will
assist village council with the pre-
liminary review, estimated to take
three months. Teeswater's plan has
not been reviewed since the early
people of Wingham as well as
across this great country of Canada
should be very proud of him.
I also think that Mayor Don
Carter and council would benefit a
whole lot from Mr. Heywood if
Mr. Heywood was presented with a
special award on behalf of all the
hard work he has done for the
Town of Wingham through his mu-
sic and songs, and by starting the
Wingham Barn Dance Historical
Foundation. He is also a great hu-
manitarian.
Thanks for letting me take up a
little of your valued time, but I just
had to let you know of my respect
for this man.

Offences Against Public Order
Treason and other offences against the Queen's Authority and Person
High Treason - Treason - Canadian Citizen - Overt Act.
46. (1) Every one commits high treason who, in Canada,
a) kills or attempts to kill Her Majesty, or does her any bodily harm,
tending to death or destruction. maims or wounds her, or imprisons or
restrains her;
b) levies war against Canada or does any preparatory thereto; or
c) assists an enemy at war with Canada, or any armed forces against
who Canadian Forces are engaged in hostilities, whether or not a state
of war exists between Canada and the country whose forces they are.
(2) Every one commits treason who, in Canada,
a) uses force or violence for the purpose of overthrowing the govern-
ment of Canada or a province;
b) without, lawful authority, communicates or makes available to ah
agent of a state other than Canada, military or scientific information or
any sketch, plan, model. article, note or document of a military or sci-
entific character that he knows or ought to know may be used by that
state for the purpose prejudicial to the safety or defence of Canada;
c) conspires with any person to commit high treason or to do anything
mentioned in paragraph (a);
d) forms an intention to do anything that is high treason or that is men-
tioned in paragraph (a) and manifests that intention by an overt act; or
e) conspires with any person to do anything mentioned in paragraph (b)
or forms an intention to do anything mentioned in paragraph (b) and
manifests that intention by an overt act.

offence and shall be sentenced to imprisonment for life,
