and repealing job equity laws. "Le-
gal rights" didn't stop Rimier Pre-
mier Bob Rae from implementing
retroactive tax increases, and over-
. riding collective bargaining con-
tracts with his social contract.They
didn't stop former Prime Minister
Brian. Mulroney from otacidng the
Senate so he could push through
Canada's most hated tax - the GST,
and from clawing back old age pen-
sions or cancelling the baby bonus.
"Legal rights" didn't stand in the

ernment when it came to cancelling

I would like to ezcpress our ap-
preciation for all the help and sup-
port we received from the commu-
nity. for our first annual golf
tournament held on August 27 at
the Wingham Golf and Curling
Club.
We were able to raise almost
$900 for the Huron -Bruce Branch
of the Canadian Diabetes Associa-
tion. Inadvertently in the newspa-
per article dated August 30, it was
stated that all the prizes were donat-
ed by the Wingham merchants,

were donated by merchants in the

in payments to welfare recipients in
Huron. However, people will be al-
lowed to earn niore money from
working before their payments are
cut.
In a report to the Huron County
Social and Cultural Services Com-
mittee, John MacKinnon, social
services administrator, said the cuts
made by the provincial government
will mean a single person who is
employable will receive $520 per
month instead of the current $663,
a drop of $143. However, if the
person had a part time job that paid
$200 a month, he or she would now
lose only $60 of their support in-
stead of $112.50 - the net loss
would be $100.50.
A couple on welfare will see
their support drop $249 but if they
earn $1,000 a month they'll be able
to keep an extra $75, meaning a net
drop of $174 a month.
The changes are expected to save
the province $1 billion a year and
could save Huron $41,000 between
°molter and Decernber, and
$164,000 next year, based on the
same level of cases. •
MacKinnon's report said, how-
ever, that the government's deci-
sion to drop the jobsOntario with-
out starting a similar project will
make it harder for people to get off
welfare. The jobs program had
helped many people get a job by
subsidizing training.
There were 6.13 welfare cases
with 1,244 beneficiaries at the end
of June, down 25 cases last year.
Huron's rate of 2.07 per cent of the
population receiving municipal so-
cial assistance is the fifth lowest in
Ontario. Kingston is highest at
11.51 per cent.

The referendum in Quebec is
coming up and it has stirred a
strange mix of feelings in me.
Quebec is a beautiful province
and many of us who have been
there have some wonderful
memories of our visit.
Maybe you, like me, went to
Expo '67; or were in the annual

or perhaps a vacation. Whatever
the reason for a visit to Quebec,
it is a beautiful province. Per-
sonally, I have several friends
who live in Quebec and they,
like me, are more than a bit ner-
vous about the referendum..
I find it hard to believe that
most Quebeckers will fall for
this obviouS, scam the Separatist
folks are running,: but, what if
they do and there is a `yes' vote.
Then the Separatists want a pa.-
