The Town of Wingham will
take serious look at the reserves
budgetting process in their 1996
financial discussions.
Finance and Management
Committee Chairman Ward
Robertson made the suggestion
at the July session of town
council.
"We would recommend that
council start budgetting«for re- •
serves again. It was a process
started years ago and I think it
is important that we budget for
(reserves) instead of waiting for
it to appear," he said in making
the recommendation.
Reserves are traditionally set
aside for use on specific pro-
jects, such as the purchasing of
new equipment.
The signs welcoming people to
the Town of Wingham have be-
come an eyesore and could soon
be a thing of the past.
That was the sentiment present-
ed at the July meeting of Wing -
ham Town Council.
Councillors, in discussing
changing the signs to a more mod-
ern representation of the commu-
nity, felt the weathered boards
that currently stand along High-
way 4 at either end of the town
would be better taken down.
Council is concerned the image
being projected by the signs -is not
a positive one for the community.
However, as economic devel-
opment committee representative
Denise Wilkins -Treble pointed
out, there is no mbney in the bud-
get right now to replace the exist-
ing signs, She has been working
with other members of the com-
mittee in developing a new theme
for the signs.

wnship considers property blueprint
A proposal whichpave the
way for the development of North
Bluevale was presented at the July
18 meeting of Turnberry council.
Ruth Knight of the Huron
County Planning Department at-
tended the meeting to explain the
purpose of the proposed plan. It
will affect about 20 lots on Conces-
sion 1 of the township.
The community-based plan is the
result of a series of meetings : be-
tween affected landowners and the
planning department over the past
year. As knight explained, the area
in question has some unique char-
acteristics which could make it suit-
able for development. Presently,
the township allows residences eve-
ry 50 acres under the secondary
plan.
However, there are some restric-
tions as the Ministry of Transporta-
tion only allowsentrances every
1,000 feet along a provincial high-
way.As well, separation distances

agricultural areas.
Dr. Gary Davidson of the plan-
ning department said council's next
step; once members have studied
the plan, is to hold a public meeting
to discuss the proposal.

flect. In the meantime, a severance
