Melody White was appointed to
fail the vacancy on the Morris
Township council.
The appointment was made dur-
ing a special council meeting,,
prior to the regular meeting held
last Tuesday at the township mu-
nicipal offices.
White, who finished fourth in
the race for three council seats in
the October 1994 municipal elec-
tion, was in attendance to accept
her nomination.
- After being administered the
oath of office by township clerk -
treasurer Nancy Michie, White
took her seat on council.
During the regular meeting of
council, White was appointed to
sit on the boards and commissions
which were previously occupied
by former reeve Clem McLellan,
before his departure from council
in February.
She will represent Morris
Township on the Wingham Area
Fire Board with coun. John Dus-
kocy. Coun. White will also sit on
the Committee of Adjustment, the
Health and Safety Committee, and
on the Drainage Commission.
Council
wants
points
clarified
on building
agreement
A Joint Building Agreement
was before Morris Township
council last Tuesday evening.
/,And, although the council was
ine favor of the agreement, there
were still a number of points
which council felt should be clari-
fied.
The agreement is currently
among the three municipalities
which use the services of Paul Jo -
sling as chief building officer,
which are the Villages of Brussels
and Blyth and the Township of
Turnberry. The Townships of
Morris and McKillop want to be-
come part of the agreement.
Chief building officer (CBO)
Paul Josling told Morris Township
council last Tuesday evening that
there would be no change to the
way he does things now. .He noted
that there would be only about one
meeting per year.
"Each municipality looks after
their own records," said Josling.
"Morris Township business would
still be done at Morris Township."
Coun. Kevin Pletch was con-
cerned about the computer, which
the Village of Brussels donated,
and which will be housed at the
Township of Turnberry municipal
offices. He added that Morris
Township records should be kept
at the Morris Township office.
Coun. John Duskocy said he
didn't want Morris Township
building records on the computer
at Tumberry Township.
CBO Josling said that if Morris
Township doesn't want to, it
doesn't have to pay for the printer.
He added that, personally, he
would prefer to use a laptop com-
puter.
He added that the agreement
should be clarified, especially
when it comes to cost sharing.
Under the terms of the agree-
ment, the municipalities share of
costs of any courses or seminars
Josling is required to attend in or-
der to upgrade his credentials.
Coun. Pletch said that each mu-
nicipality should pay its share of
the costs in the agreement, and
coun. Duskocy added that the
agreement really doesn't need to
be changed.
"We should pay for the things
we use," said coun. Duskocy.
"And, we don't need to use that
computer (at Turnberry Town-
ship)."
"We use our own computer (for
our own records)," said coun.

Deputy reeve Keith Johnston
made a motion that ,the township
enter into the agreement, but parts
of the. agreement be clarified as to
cost sharing arrangements.
The motion carried.

tion on Wednesdays.
Materials now accepted in the
Town of Wingham for recycling in-
clude the following:
Paper: Newpapers and contents,
catalogues, magazines, telephone
books. Not acceptable — envelopes,
books, waxpaper and fine paper.
(Fine white paper can be recycled
through the F.E. Madill Special Ed-
ucation program, contact George
Gibson),
Boxboard: cereal boxes, dry food
boxes, detergent/laundry boxes.
Not acceptable — plastic handles,
metal spouts, remove all liners.
Cardboard: all -corrugated card-
board boxes. No waxed or soiled
cardboard.
Plastic: food products, household
cleaners, personal • care products,
beverage containers. Not 'accepta-
ble — plastic toys, plastic films, sty-
rofoam, flower pots,
Glass: food jars, beverage bottles.
No ceramics, dishes and cups, win-
dow glass and mirrors, light bulbs,
ovenware.
Metal Cans: beverage cans, food--
cans,
ood"cans, aluminum foil and plates,
metal lids. Not acceptable — aerosol
or paint. -cans, frozen juice cans (un -

less, metal), -metal pots.
Cardbdttrd recycling bini have
also been in use at the town works
department shed and remain availa-
ble forcommercial and public use.
Residents taking advantage of these
bins are asked to flatten the card-
board boxes.
If residents do • not yet have a
blue box, they are available through
the town offices, along with com-
posters. Composters sell for $20,
blue boxes are free.

Morris acct,
dor Nichol improvement
Morris Township council ac-
cepted the Hanna and Hamilton
Construction Ltd. tender for the
Nichol" Municipal Drain Improve-
ment work which will be done this
summer.
The Listowel contracting com-
pany had the lowest bid on the
work at $18,731.61. Work on the
drain will get under way July 10,
and will be finished by Sept. 29.
A total of five bids were re-
ceived for the project. Tenders
were also received fr&n N. Ryan
Construction of RR 2 Brussels,
Robert Nicholson Construction of
RR 1 Sebringville, Dennis Wil-
helm Excavating of RR 1 Sebring-
ville, and H.D. Witter Construc-
tion of Neustadt.
Andy McBride of Maitland En-
gineering Services said his esti-
mate for the project was $22,800
with the GST. Three of the five
bids were under the estimated
cost.
In another drainage matter,
council agreed to another site
meeting for the Bowes Drama. The
meeting will be held Friday, May
26 at 9 a.m. with all parties con-
cerned getting together at Lot 8 on
Concession Road 9-10.
McBride said the original peti-
tion for the improvement to the
Bowes drain was made in Septem-
ber 1993. He added that it was an
existing municipal drama which
was originally built in 1913.
McBride said that the tile is deteri-
orating andis creating problems
on adjacent lots.
"The owner wanted the drain
improved, but because of the op-
position and high cost he had sec-
ond thoughts about the petition, so
back off," said McBride.
"However, I would recommend
another -site meeting."
Reeve Bert Elliott said he
would also like to see another site,
so members of council can be
brought up to date.
Coun. John Duskocy said drain
has been surveyed, so it's just a
matter of getting the work done.
In regards to the McNeil drama,
township .clerk treasurer Nancy
Michie said she had not heard
back from the tribunal, but they
are still hoping to get the compen-
sation work done this year.
McBride pointed out that this
was a natural water course.
