Building inspector says
council doesn't need to
know naives/locations
Morris Township chief building
officer Paul Josling told last Tues-
day's meeting of council that he
must issue a building permit when
the person requests it.
However, he told council that
he is not supposed to give the per-
son's name or the location of the
project .when reporting to council.
Josling `noted that these are just
some of the things he learned at a
seminar held April 13 in Harris-
ton -
"I don't entirely agree with this,"
he said. "Council should be aware
of where the projects are being
done."
The chief building officer in-
formed council, that beginning
with the next meeting, he will pro-
vide a written report to council
with the narnes and locations of
the building projects, but will not
give the names and locations in his
, oral report.
He then told council that he had
two building permits which were
accepted by council.
Josling also informed council
' that demolition permits for build-
ings on farm property are not re-
quired.
When asked if the township can
make a by-law to make them nec-
essary, the chief building officer
`Township bylaw
can't override the
building code'
-Paul Josling
said it can't be done.
"A township by-law cant over-
ride the building code, which is
provincial legislation," said Jo -
sling.
Coun. John Duskocy was con-
cerned about the people cleaning
up the property after the demoli-
tion has been completed.
Josling said there is a provincial
Property Standards by-law which
requires people to clean up the
property once the demolition has
been completed.
The chief building officer also
attended a seminar at the OMA -
FRA office in Clinton on April 11,
at which he reported that there are
major changes coming in regards
to separation distances.
"We are going to have to
change our zoning by-law in order
to get the current separation dis-
tance numbers out," said Josling.
The separation distances are go-
ing to be greater, especially when

it comes to large barns. He said
these changes are going to make it
easier and huicker to figure out
separation diskices.
Josling said the changes are go-
ing to, be done throughout all of
Ontario, and will probably have to
be implemented into by-laws with-
in five years.
Morris
accepts
tender
Morris . Township council ac-
cepted and approved the Tembind
Dust . Control of RR 4 Walkerton
tender for applying calcium chlo-
ride to township roads.
Township road superintendent
Lloyd Michie reported that three
tenders had been received. Tend-
ers were also received from Pol-
lard Highway Products of Harrow
an Da -Lee Dust Control of Fruit-
land.
The road superintendent said
the Ternbind tender to spray all the
township roads was $59,366.13.
He added that Tembind would use
a 25 per cent solution on the roads
in the northern part of the town-
ship and a 35 per cent solution on
the roads in the southern part .of
the township. There is a total,of 80
miles of township roads.
The mixture is stronger for the
roads in the south because they
have new gravel on them. Michie
stated because of the old calcium
in the northern portion of the
township, the 25 per cent mixture
should be alright for the northern
portion of the township.
Council also received a bid
from Tembind, for only one-third
of the township roads, in the north.
The quote was $19,788.37 for the
27 miles of township roads in the
north portion of the township.
Michie said the Tembind tender
came with a 90 -day guarantee,
while the other two tenders had no
guarantee.
Council accepted and approved
the Tembind Dust Control tender
for all the township roads, for a
one year period.
Michie said Tembind will spray
the entire travelled portion of the
road, which will involve two pass-
es. The other tenders would only
-make one pass, down the centre of
the road.
He said that this work generally
begins about the middle of May.
"The later we put it on, the long-
er it will stay on," said Michie.
Council also .approved the pav-
ing contract for Centre Sideroad
(Sideroad 15-16) between Conces-
sion 2 and 3. The road will be
done in conjunction with work be-
ing done by the county.
