He said these offices will become a place where people can go to get more than just money. They will be able to get job placements, retrain- ing and education. The Harris plan.calls for a five per cent reduction in the number of people on the welfare rolls per year for, each of the Conservative's first three years in office. Under the plan, able bodied adults will be re- quired to work or be retrained in re- • turn for receiving their benefits. Community service will be re- quired by younger people on wel- fare unless they are enrolled in an education or training program.
