Tories prepared for ballot box

within three years. In addition, Har-
ris said they plan to reduce provin-
cial tax rates by $2 billion in .their
first year of office and $1 billion
per year for the second and third
years.
Hams said balancing the budget
is not the monumental impossibility
the NDP claims it is. He cited five
provincial premiers across Canada
that have introduced balanced bud-
gets; incorporating all three major
political parties and said he sup-
ported the direction Liberal Prime
Minister Jean Chretien has been
moving.
"J support some of the things
Jean Chretien, Paul Martin, Brian
Tobin and the government have
been doing, but I don't think it's a
Liberal policy, or an individual pol-
icy. It's the courage to fix the prob-
lems. Our policies are not right
wing, it's. mainstream. We have lis-
tened to the people of Ontario and
are prepared to deliver the plan. We
have to be part of the national solu-
tion. We must bring .back integrity
to the government."
Harris said he expects the elec:

"There cannot be any of the
promises and then the 'When we

Harris said.
"Ontario is no ,longer a magnet
for jobs and investment. I hear peo-
ple say, `Mike, Ontario is still a

to do business.' There's too much
government intervention into busi-
ness."

tion plan for Ontario is health care.

ris did say he has plans to restruc-
ture the education system even
though the funding levels are pro-
tected under his platform. He was
critical of the destreaming process.

The PC chief believes the educa-
tion system under the NDP has for-
gotten their end product — the stu-
dent. He says his party will be able
to save $400 million a year by
cutting into the massive school bu-
reaucracy — of which 45 per cent of
staff paid are not in a classroom en-
vironment.
"And we have to change this val-
ueless system that says you can
stay home and do nothing and get
paid as much as you would if you
went out to work."
With that the Tory leader
launched into an attack on the cur-
rent welfare system, • rought with
fraud and abuse, stating his party
will convert welfare offices from
handout areas to employment areas.
He said these offices will become a
place where people can go to get
more than just money. They will be
able to get job placements, retrain-
ing and education.
The Harris plan.calls for a five
per cent reduction in the number of
people on the welfare rolls per year
for, each of the Conservative's first
three years in office. Under the
plan, able bodied adults will be re-
quired to work or be retrained in re-
• turn for receiving their benefits.
Community service will be re-
quired by younger people on wel-
fare unless they are enrolled in an
education or training program.

save the pro\ince $750 million an-
nually, coupled with a $500 million
savings annually in a"reduction in
fraudulent payments through strict-
er controls for welfare.
"This province hasn't had the
courageous leadership they have
had in provinces like Alberta, Sas-
katchewan, Manitoba and New
Brunswick...and who would believe
that Newfoundland has just intro-
duced a balanced budget!' We need
an Ontario that can lead Canada out
of recessions. The petty fighting
(between political parties) doesn't
make a difference. Federal, provin-
cial, municipal, at the end of the
day there is only one taxpayer. We

permits
Four building permits applica-
tions were acknowledged and the
building inspector authorized to
proc,eettwvith their issuance at the
March 21 meeting I of Turnberry
council.
Permits will be issued to: Cliff
Heifer, Lot 7, Con. 9, a house addi-
tion; Randy Zinn, Plan 410, addi-
tion to a business; Manassas Sherk,
Lot 28, Con. C, a renovation to a
barn and an addition to a barn.
Turnberry
road budget
Turnberry council has passed the
1995 road budget with expenditures
totaling $4.45,000.
Construction projects for the
year total $181,500 with $264,000
to be spent on maintenance. Expen-
ditures are estimated to be roughly
the same as in 1994.
The township also will apply for
supplementary subsidy in the
amount of $85,000 for a tractor and
loader.
