Nursing staff reps join
fiscal advisory committee
A new Fiseat,Achrkory Commit-
tee, beinpformed this month at
Winghgrt and District Hospital,
ll allow nursing staff representa-
tives to participate in the„-Institu-
don's financial decisions.
Formation of the committee is in
answer to nurses' demands as they
rallied on the• steps. of Qneen's Park
last spring, hospital Administrator
Norman Hayes says. The commit,.
tee was legislated into existence at
the provincial level to satisfy the
provincial nursing° organization's
push for recognition, M. Hayes
described in an interview last week.
"We're not that certain just what
the committee will do — we only
know it must be set up and operat-
ing this month to conform- to
provincial legislation."
He stressed that this is a commit-
tee of the hospital, answering to the
management committee of the
board of governors. "This isn't part
of the hospital board," he said.
The committee will include a
staff nurse, management nurse, and -
other hospital staff including
administrative representatives.
Hospital Secretary -Treasurer Gor-
don Baxter noted that the problem
of nursing participation is not so
obvious in small community hospi-
tals as it is in the larger metropoli-
tan institutions, "The nurses
already participate on most hospi-
tal committees here. I think in
smaller hospitals nurses have input
into the management and adminis-
tration," Mr. Baxter said.
Emily Phillips, past chairman of
Huron Chapter, Registered Nurses
Association of Ontario (RNAO),
agrees. "In a small hospital such as
this one, nurses and administrative
staff know each other better, and
therefore have much better commu-
nication. Also, nurses in a small

-the" formation of thls committee,
she says, is one step toward giving
nurses more input Into the futurefof
the hospital, Mrs. Phillips notes.
"Nurses are the largest staff group
in any hospital. It couldn't run
without them. So we must have a
say in the direction of this institu-
tion."
Besides giving the nurses some
say in the financial planning, the
committee will give the hospital
board a better feeling for employee
concerns, Mrs. Philips notes. 'It
will give them some grass-roots
feedback from the people who are
with the patients, in the hospital, on
a day-to-day basis."
As for nurses sitting directly on
the board, even Mrs. Phillips does
not feel this is a good idea. 'There
would definitely be an employer-
employee conflict.
"I don't see the system as being
perfect yet,' she added. "But it's
getting there."
Board looks at
problem with
skateboarders
This year has seen an increase in
the number of problems associated
with skateboarding in town and the
Wingham Board of Police Commis-
sioners is interested in finding a
solution.
Wingham Police. Chief Robert
Wittig reported at the last police
commission meeting that there has
been an increase in the number of
skateboard -related incidents, on
.town streets and private property
Currently, he is looking for sug-
gestions from other communities
about how they have addressed the
problem.
Commissioner Fred McGee said a

The Wingham Police Department
cannot support a proposal to relo-
cate parking'to the west side of Car-
ling Terrace, in front of Wingham
and District Hospital.
Last month, the town public
works committee received a peti-
tion and letter of complaint from
residents on Carling Terrace. Their
request that parking be relocated to
the west side of the street was
referred to the Wingham Police
Department and Board o.f.: Police
Commissioners for input.
In the letter of comMaint and
petition, a number of -Carling Ter-
race residents said they often find it
difficult to get into their driveways
because they are entirely or partial-
ly blocked by parked cars. The
problem is compounded during the
winter months when snow removal
is a problem, the letter continues.
"Almost everyone parking on
the street does so to go to the hospi-
tal. It should be the hospital that is
inconvenienced and not the home-
owners when a driveway is
blocked."
Moving the parking to the west
side of the street would create eight
