Farm income down bu

Agriculture Canada economists
are forecasting a 24 per cent decline
in realized net income for 1989 to
$3.7 billion, down from last year's
record high levels.
The greatest of faults, I should
say, is to be conscious of none.

Wnen adjusted for an expected
build-up of inventory, mostly in the
grain sector, total net income is
forecast to rise 27 per cent due to a
return to normal growing condi-
tions.
Total farm cash receipts are ex-
pected to remain stable at 822 bil-
lion, with higher market receipts
forecast to offset lower government
program payments.
Crop receipts, led by grains and
oilseeds, potatoes and tobacco, will
rise by six per cent. Little change is
expected for livestock receipts with
increases in dairy and poultry re-
ceipts offset by declines in cattle
and hog receipts.
Total operating expenses and de-
preciation charges for 1989 are ex-
pected to increase seven per cent to
$18.5 billion. Prices for all farm
inputs are forecast to rise, led by
interest payments, wages for hired
labor, feed, machinery repairs, fuel,
fertilizer and program levies.
Income prospects vary widely
across the country with realized net
income expected to rise in New-
foundland, Prince Edward Island,
Nova Scotia, New Brunswick and
Ontario, while producers in Que-
bec, Manitoba, Saskatchewan, Al-
berta and British Columbia will ex-
perience a decline.
The drop in farm income expect-
ed in Saskatchewan is due to a
three pre cent decline in cash re-
ceipts combined with a 16 per cent
increase in operating costs.
Despite the decline in realized
net farm income, overall financial
conditions in the sector will contin-
ue to improve in 1989.
Farmland values are equal to or
above last year's levels after seven
years of decline.
Major farm lenders report fewer
farm borrowers° accounts in arrears
and a reduction in the total dollar
amount of arrears.
to debt is expected to dedifte
further in 1989 as a result of repay'
ments of existing loans, redhiced
borrowings for new loans and
write-offs by lenders.
