with grass fires
Wingham and area firefighters
were kept busy last week with a
number of small occurrences, main-
ly grass fares.
Fire Chief Harley Gaunt reports
- the department was called out five
times last week, three times to grass
fires.
A grass fire last Saturday at 3:15
in the afternoon at the Manfred
Hardt residence at Lot 22, Con. 5, of
Howick Township resulted in no
damage, says Chief Gaunt. A rub-
bish fire got out of control in a five -
acre field.
Earlier that day, at 12:45 p.m.,
firemen were called tothe farm of
Peter Campbell, the north half of
Lot 7, Con. 2, Morris Township. A
grass fire had spread into a pile of
rails near an implement shed,

reports Mr. Gaunt. However, the
only thing lost was the pile of rails.
At 2;57 a.m. on April 22, firemen
responded to a call to the Dennis
Knox residence at 204 Minnie Street
in Winghazn.
Mr. Gaunt said a malfunction in a
furnace fan had sent smoke
throughout the house, setting off a
smoke alarm to alert the family. He
reports only minor smoke damage.
Firefighters responded to a grass
fire last Friday afternoon; April 21,
at the Bruce MacDonald property
in Lower Town. There was no dam-
age.
A chimney fire last Monday at
5:45 p.m. at the Arnold Dawson res-
idence at Hutton Heights, Lot 42,
Con. 13, East Wawanosh, did not
cause any damage"
pass on to county planners
Approval powers' for' cet'tain
planning procedures will be dele-
gated to Huron County by the
Ontario Ministry of Municipal
Affairs.
Agrici1•lture and Food Minister
and Huron MPP Jack Riddell made
the announcement last week on
behalf of Municipal Affairs Minis-
ter John Eakins.
The move takes effect May 1,
1989.
"I am pleased to see the initiative
displayed by our county in being
only the second in the province to
request and receive these approval
authorities," MM i Riddell said in
making the announcement.
The powers relate to plans of
su division and coo,dominiurn
road closing and ;part, 1.Qt7eontrol,
bylaws. In addition, municipal zon-
ing bylaws will now be reviewed
by the county.
The delegation of authority,
which falls under Section 4 of the
1983 Planning Act, began in the
mid-1970s, and Huron is the second
county to formally request and
receive delegation of a number of
ministerial approval authorities.
This new approach, the ministry
feels, will make the system more
efficient by:
—Speeding up the development
approval process.
—Increasing the public's accessi-
bility to the decision-making
authority.
—Making county council more
accountable and responsive to -local
needs.
---Increasing local conditions to
be reflected in planning decisions.
—Lessening the administrative
workload.
—Helping the public maintain
direct contact with one planner
from the beginning to the end of a
project.

UNEARTH SKELETON
In August of 1923, while getting
gravel out of Henry Sellers' gravel
pit on the third line of 'Morris, Joseph
Hogg came upon the skeleton of an
Indian. The teeth were well pre-
served and the bones measured over
six feet in length. Several arrow-
heads were also found nearby. It
was believed the Indian must have
been buried about 100 years before
