procedures and regulations that
must be followed before the Nov. 14
polling day.
Oct. 7 is the day when the notice of
filing for nomination is posted.
Municipal Clerks ,,are required to
publish and pest et least seven days
before nomination day a notice
stating the date- and times for filing
nominations and the offices for
which persons may be nominated.
On Oct. 13, the nornination period
begins. Nominations may be filed
with the clerk during normal office
hours during the period frein Oct. 13
to 17. The period concludes at 5 p.m.
on nomination day, Oct. 17.
Candidates are required to get a
minimum of 10 names on their
forms.
The qualification and revision
periods also end on nomination day.
On Oct, 18, by 4 p.m., the clerk
mist certify or reject all nomination
papers filed and must complete the
list of candidates.
Deadline for the withdrawal of a
nomination by a candidate is 5 p.m.
and after that, the clerk is required
to declare any acclamations.
Proxies may be appointed after
nomination day burthe clerk's cer-

The clerk must compile and
certify a statement of changes and
additions to _the preliminary list of
electors in sufficient quantities to
provide the necessary copies of the
list.
The clerk also has to prepare and
certify the polling list for each poll-
ing subdivision.

and post notice of: the time of the
advance polls; the time of the
regular poll; the last day for apply-
ing for a certificate to vote by proxy;
and the ballots to be printed.

pleted, the clerk should: appoint poll
personnel; administer oaths of of-
fice and secrecy; and provide
instructions and advance poll
supplies to the Deputy Returning Of-
ficers,
Nov. 5 and 10 are the dates for the
advance polls. The mandatory
polling hours are from 10 a.m. to 8
p.m.. The. DRO's are to give a list of
the persons voting to the clerk at the
close of the poll and to return the
sealed ballot' boxes to the clerk. The
list of the persons who voted at the
advance poll -are to be available TtO
candidates.
On polling day, Nov.14, the hours
are from 10 a.m. to 8 p.m.. Advance
poll boxes are to be opened and a
count made by these DRO's at the ,

Clerks of municipalities in which
offices are elected jointly, such as
police village trustees or members
of schoolboards, are required to
notify the appropriate cjerk.of

post the results of the voting.

Wingham Town Council has
decided to go ahead with the
recommended installation of street
lights at locations on Park Drive and
on Shuter Street.
Two poles complete with high
pressure sodium fixtures will be
installed at each of the locations —
between Josephine Street and Alice
Street on Park Drive and at the
railway crossing on Shuter Street.
The Wingham Public Utilities
Commission estimates the cost of
installation at $2,467 plus an ad-
ditional charge of $110 for each of the
high pressure sodium fixtures. In a
letter to council, PUC Manager Ken
Saxton also indicates the cost of
operating the new lights will result
in a monthly increase of $20.87 on the
town's hydro bill.
Council had asked the PUC for a
cost estimate on the installation
based on a recommendation* from
the Wingham Board of Police
Commissioners and Police Chief
Bob Wittig.
At its regular September meetfng,
town council agreed to go ahead with
the installation, now rather than wait
until next year and anoth.ercouncil.
Councillor Ron ReecrOft argued
that the project slruld be.deferred
since there had been no funds
budgeted for such an expenditure in
Howet'rer, his suggestion to
defer the item for the next council
with a reconithendation that it be
included. in the 1 budget was
unsuccessful.
The consensus of council appeared
to be in favor of proceeding im-
mediately based on Chief Wittig's
recommendation . Mayor Jack
Kopas pointed out that council does ,
have a contingency fund to cover
such items, "partictilarly one which
is in the best interest of public
safety."
