R opening fire a
justified by assessrnen
Wingham Town Council feels re-
cent assessment changes provide
sufficient grounds to warrant
reopening of, the agreement between
the Wingham Area Fire Board and
its five -member municipalities.
At its regular August session
council discussed briefly the
possibility of having the agreement
reopened, something Wingham has
desired for some time now.
Lately Wingham has complained
of having to pay for more than one-
third of the fire departmtnt's budget
— more than any of the other four
municipalitieS' -- yet restricted to
the same voting power (two dele-
gates) as the others. The board also
includes two representatives from
each of the Townships of Howick,
Morris, Turnberry and East
Wawanosh.
At its July meeting, Wingham
council passed — and circulated to
the other four municipalities -- a
resolution to refrain from endorsing
the board's .action in hiring a full-
time fire chief until a joint meeting
of all councils could discuss the
issue. That move came on the heels
of the board's decision to go ahead
with hiring a full-time chief is spite'
of Wingham's request to postpone
the action.
Council, at at the August meeting,
heard replies from Turnberry,
Morris and Howick once again,
supporting the board's action.

Ministry of Municipal Affairs fact
finder Don Taylor has been invited
to attend the regular September
session of Wingham Town Council.
The invitation follows on the heels
of Mr. Taylor's report to council on
Turnberry Township's response to
the town's most recent annexation
proposal. At its second regular July
meeting, township council decided
to take no action on the town's
revised proposal, choosing instead
to request more information from
Wingham.
In his letter to the town, Mr.
Taylor provides a summary of the
information Turnberry is seeking,
including:
--How the land will be used.
--Further explanation of why
Wingham wishes to annex an area
which is basically "flood fringe".
Wingham's two fire board rep- :
resentatives, urged council to
rescind the July resolution and in its
place pass another endorsing the
hiring of a full-time chief. Although -
he and Councilor James McGregor
opposed the hiring to the very end,
Mr. Beecroft said he now feels it's
time for the town to reconsider.
"What's clone is 'done," Mr.
Beecroft said in his monthly repOnt
to council. "It's time, in my opinion,
for council to endorse the board's
action in hiring a full-time chief."
In a 5-4 recorded vote, his motion
to rescind the July resolution was
defeated. Other "yeas" were cast by

The PUC members listened to Mr.
McConkey's address and although
they said they agreed with him
philosophically, it makes no sense
for the local utility to switch to time -
of -use, at least at present, since it
could cost up to $18,000 more per
year.
"That makes it kind of hard to
sell," said Chairman Roy Bennett
and Mr. McConkey agreed.
Finally, after some further dis-
cussion, a motion was passed that
