Mayors don't want to sit
on county council, say so
At least three of the five mayors of
Huron County towns have said they
don't want to sit on county council
and have passed that message on to
a provincial task force eXamining
proposals for county reform.
Goderich Mayor Eileen Palmer,
Clinton Mayor John Balfour and
Exeter Mayor Bruce Shaw appeared
before the task force when it met re-
cently in Goderich and told Oxford
MPP Charlie Tatham, task force
chairman, and Cornwall MPP John
• Cleary that mayors should not have
to sit on county council.
In telephone interviews, however,
Wingham Mayor Jack Kopas and
Seaforth Mayor Alf Ross each told
The Advance -Times he would not be
opposed to legislation which would
make. the heads of all municipal
governments members of county
council.
• The task force has been set up to
collect public response to "Patterns
for the Future", the report of the ad-
visory committee on county
government. One of the recom-
mendations in the report is that
heads of municipal governments
should be county councilors.

well as the responsibility of mayors
having to sit on county couneil-with
its day -long •meetings would
preclude many people from running
for mayor, Mrs. Palmer told the
task force representatives at the
Goderich meeting.
Mr. Shaw agreed with Mrs.
Palmer .and told the task force
members that because he has a day
job, he would not be able to sit on
county council. The municipality
should be empowered to decide for
itself who its representative to
county government would be. The
reeve (Bill Mickle) and deputy
reeve (Lossy Fuller) of Exeter are
doing a good job of representing the
town, he said.
Mr. Balfour said the workload of
being mayor is heavy enough
without adding _the responsibilities
of county council on top. He told the
task force he had attended 321,
meetings in 1987.
While he could see the benefits of
sitting on county council, he said the
extra work would frighten many
people away from running for office.
Both Mr. Kopas and Mr. Ross,
however, said it makes good sense
for mayors to sit on county council,
even though all of the towns are get-
ting good representation under the
existing system. At present, the
reeves — and in some cases deputy
reeves — sit on county council. In
the case of all municipalities but five
.theTowns of Clinton, Exeter,
Goderich, Seaforthand Wingham --
the reeve is the head of council.
"I haven't been overly vocal about
it, but I have my own personal
opinion," Mr. Ross said. "The head
of council, be that the mayor, reeve
or whatever, should beat county
council."
Mr. Kopas admitted to mixed
feelings on, the matter. Although he
would not be opposed to mayors sit-
ting on county council, such
legislation would, however, mean -he
will not be seeking re-election.
"There's no doubt that if it were to
go that way, I will not be able to
reoffer."
Asked why they had not attended
the Goderich meeting of the task
force, Mr. Ross said he was unable
to be there because he was at an-
other meeting in Toronto on that
date, while Mr. Kopas said he was
not aware that the mayors would be
making a presentation
