Wingham Town Council has ap-
proved a recommendation that it
institute a recycling program as
soon as possible.
At its regular June meeting,
council approved the recom-
mendation included in a recycling
feasibility report prepared by
James Lang, the town's deputy
clerk. In his report, Mr. Lang told
council a program designed for
Wingham can be instituted within
four months of council's com-
mitment. A program starting in
October of this year would cost
approximately $5,000 in the 19
budget, he added.
At the meeting, Mr. Lang said his
report had been prepared with the
assistance of representatives from
the Ontario Ministry of Environ-
ment, Ontario Multi -Material
Recycling Inc. (OMMRI), The
McConnell -Weaver Group, technical
experts in the recycling field, and
staff from Resource Integration
Systems — a leading consultant for
recycling in both Canada and the
United States.
The primary goal of the MOE
Municipal Recycling Support
Program is to achieve the goal of
diverting 15 per cent of municipal
solid waste from the waste disposal
system, and has committed e*-
tensive funding to eoiter capital,
operating, promotion and education
costs.

eligible for financial assistance, the
program must be designed to meet
minimum standards including:

Both, the MOE and OMMRI have
put a high priority on promotion and
advertising, Mr. Lang said, and
OMMRI offers the services of an
advertising consultant to be used in
the development and launch of a
municipal recycling program. The
promotional expenditures — in-
cluding the cost of the consultant —
are funded 100 per cent by OMMRI.

neighboring municipalities- could

several years, he said. "However,
right now the lack of commitment
from other municipalities does not
make thisa feasible option."

process of closing its landfill site and
faced with the possibility• -of not
finding another bedause of a decline
in suitable sites for such operations,
the move to recycling isa sound one
financially, Mr. Lang suggested.
When Wingharn is paying a per -ton
charge for a landfill site, costs will '
rise substantially.
"With Wingharn's approximate
1,200 tons Of residential waste per
year; this would cost $60,000 plus
collection even before collection and
shipping -mists," he said. "The more
