"The best fire department is one
that works on the prevention of fires
and that 99 per cent. of the time is on
a standby basis back at;,the fire
hall," he said.
"A fire department will ,never
make us money, but will save a. lot of
grief to the taxpayers," Mr. Van
Dyke added. i.
The ideal fire department, he said,
should be based on prevention,.
safety and the morale of the
firefighters. "If you have the right
combination of that, financing
shouldn't be any problem,"
When he was hired, Mr. Gibson
said, he understood the: position to be
basically a "nine -to -five" job, but in
fact, it is not that way and he'is
actually on call around the clock. In
addition, many ratepayers expect
him to be at the site of all fires and at
all times. "

Wingham representative James
McGregor.
Because he has risen, through the.
ranks of the volunteers, Mr. Gibson
feels he is more Aware of their needs
and the problems they face.
He also told the board he enjoys a
good working relationship with the

often been to the department's
advantage. The Kerr bid was the lowest of two

Membership of Wingham Town
Council's finance and management
committee: is „to -remain unchanged
at least. for the .remainder of this
council's terra o€office.
In February, council directed its
striking committee to review the
membership of committees, with the
view of reducing the number sitting
on finance :and management. Since
five members of council currently
sit on that committee, it was felt by
some councillors that recom-
mendations submitted by finance
and management for council ap-
proval are but a foregone con-
clusion.
However, in a striking committee
report presented -by . Mayor Jack
Kopas at council's regular March
session, - it was recommended that
the number of members on all
committees remains unchanged.
"If we were to reduce that com-
mittee (finance and management)
by one, we would have to restructure
all council committees, creating
1988 f i re budget quite an upheaval," Mr. Kopas said.

at $127,200 while the actual 1987 total
was some $8,5001ess at $118,619,
"However, there are problems
brewing," Dr. McGregor warned.
The board is currently waiting for
the final report . of a review con-
ducted by the Ontario Fire Mar-
shal's office which includes a job
description for the position of fire
chief, he said,
"The outcome of that could, be a -c
relatively expensive cost factor for
this municipality and others in the C
fire beard," : McGregor said 1.
With roughly nine months
remaining in the current term, the
striking committee favors allowing
things to remain the same at least
until after the election, "bearing in
mind that we are looking for a
maximum of four members of
council on that committee," he
added.
Currently sitting on the finance
and management committee are
Councillor James McGregor,
hairman, and , Reeve Bruce
Machan, Mayor Jack Kopas and
