The longest' debate of cotmcil'S regular February session focused on th issue of whether or not to con- dnue the annual Warden's picnic for councillors, past councillors, and their families. By a one -vote margin, it was decid- discl.ntinue the annu I event. li ts report to council, the executive coMmitt recommended the annual Warden's Golf Day be continued and expanded to include spouses and companions, and the yeara, bedroppecl, troy VoWEIshiP Reeve loteoPW::"urj Armstrong, a forMer Warden, .07: for* orifliged itrOlt t cow ometbiu jected to,the loss oithepic, who had Opt attended the eventln the " past had .i9ssed out on something, she said. Mzs.Arsmtrong suggested that even though council decided to - discontinue the picnic -for -this year; perhaps it -still could bring the event back another year. Hullett Township Warden Tom Cunningham also argued that dropping the picnic would be a mistake. He pointed out that not everyone likes golf and the picnic included the members of tmiiies picnic. Report suggests mayors sit as county councillors Continued- 1 om age frequently told of their constituents' misunderstanding of the title and position, especially with so many former urban residents now living in rural areas. Wardens complained that the public thought they enforced hunting laws or ran a penitentiary. At the consultation meetings, the report states, the committee was s surprised at the almost unanimous degree of acceptance for changing T the titles. In fact, there seemed to be g term does not go beyond the -term council. In reaching its conclusion, committee gave consideration to t argument that the traditional on year term for warden is too short f effective leadership or continuity. Currently, the position carries heavy schedule of meetings an ocial engagements, so that man wardens consider it a full-thne jo he remuneration, however,, generally not what would be ex pected for a full-time politician, Critics have also argued that th Creasing range and 'difficulty o ounty issues, and the increasin tins should be acknowledged by ngerAerm and -greater roleforthe- arden. On Composition and represen tion, the report recommends ounty council be composed of the "ads of all local Municipal cotincils, d a municipality must have at east 2,500 electors for entitlement to ditional county council represent- ves and -or additional votes. However, another recom- endation also would allow county councils to adopt 5,000, 7,500 or 10,000 of electors as the base for entitlement to a second county council the he representative or vote, then using multiples of this base number to e- determine entitlement to any ad- " ditional reiresentation or votes. The committee believes these a recommendations provide the d flexibility for counties to adopt a Y formula which will best suit their b. circumstances to give the most equitable representation and v6ting power on county council. Currently in Huron. County, 32 e votes are cast by the 31 councillors representing the county's 26 g municipalities. The Towns of Goderich and Exeter have two a representatives, _althougb-Goderich is ,allowed three votes. Of the townships, Hay, Goderich and Stephen all have two represen- tatives. The remaining 13' townships and three towns have just one representative, the reeve, very little sentimental attachment to the traditional titles. The report also recommends that: m -Provisions permitting election of c the head of county council by secret s ballot, as included in Bill 97 in the ti Spring.. 1987 session of- the 10 tegislattuv, be reintroduced as soon w as possible. .--The Municipal Act be amended ta to clearly state that ahead of county c council can be re-elected to ad- h ditional terms. -an -The Municipal Act be amended le to allow county councils to adopt — ad by bylaw — a one-year, two-year or ati three-year term for the head of county council, provided that the m • 401111111.1011110111•Remmumoimoniosemoomo L_ycjEd_juivibi &pun, Fit Ed I...v.1 hour movie information One of the decades 444rnalL 117""ti"141"-7.."'
