The first number on the evening's program was "Jingle Bell Rock". McBurney is new chairman of Wingham Area Fire Board Brian McBurney, reeve of Turnberry Township, has been elected as the new chairman of the Wingham Area Fire Board. He takes the place of Jack Stafford, who lost to Gerald D'Arcey in the election for reeve of Howick. As its vice chairman the board selected a newcomer, Councillor Jim Taylor of East Wawanosh. Both posi- tions were filled by acclama- tion. There were a number of new faces around the table as the 10 -member fire board (two representatives from each of the five member municipalities) held its inaugural meeting last week. Morris Township has two new councillors, Howard Morton and . Robert. Elliott, as does Wingham with James McGregor and Ron Beecroft. Deputy Reeve John Jacques of Howick is back on the board, . joined by Coun- cillor Norman Fairies, while Mr. Taylor joins colleague Fred Meieras the represent- atives from East Wawanosh. In business at the meeting, the new board picked up where the old one had left off. Members were informed that the new rescue van has arrived and is being equipped for service and following the meeting they were offered &tour of the fire hall, • Deputy Fire Chief Harley Gaunt reported that the Wingham and District , pp- timist Club has donated $4,000 for extrication equip- ment to be included in the van., "It's encouraging to see local service clubs taking an interest in the (fire) board," Mr. McBurney commented. There was a brief discus- sion about what name should go on the doors of the rescue van, the board eventually approved "Wingham Area Fire Department". The same name will also go on the tanker at Gorrie. The change, which adds the word ."area" to what had pre- viously been just the Ming - ham Fire Department, mir- rors the name of the Wing - ham Area Fire Board, recog- nizing the participation of neighboring municipalities. The . board also voted to proceed with the purchase of new communications equip- ment for the fire hall at Wingham. This will consist of several portable radios which allow the firemen carrying them to answer the fire phone from wherever they might be. The equipment will be purchased from Two -Way Communications Ltd. of Waterloo,as recommended by the previous board, at a cost .estimated at between $10,000 and $12,000. The board spent a short time in committee -of -the - whole in -camera to discuss the honoraria paid to the fire chief and officers, but emerged without making a decision. In other business, Dr. McGregor suggested a change to the board's ac- counting system which would enable it to build a 'reserve for equipment purchases or other capital expenditures. , By going to a system of depreciation accounting, he said, it would not be necessary to run back to .the councils for money whenever° a . major ex- penditure is planned. Mr. Fortune, on the other hand, noted the present system has some merits. Having to go to the councils for any major spending helps to keepthe board more accountable, he suggested. However Mr. Jacques said he liked the idea of a reserve, suggesting the board might be able to start putting some money aside in a couple of years, after some of its current projects have been completed. "In retrospect, it should have been done back in the early part of the . `80s, he said. "It would have made things run a little more smoothly." "I would hope during our tenure of office we will seek to expand that concept," he said, and in that regard he suggested altering a motion passed by the previous board setting a charge of 1.5 times the operating cost for any non-member municipality wanting to purchase fire protection. , • He expressedconcern that this might scare off other municipalities and keep them from calling on the Wingham area department in cases of emergency. Veteran, board members assured him this was not the intent of the policy. It was only intended to ensure that a municipality which was not a member' of the board but wanted to purchase pro- tectidn on a regular basis — such as Howick if it were to withdraw from the board — would pay its fair share of the costs involved. However the board even- tually passed an amendment to its policy stating that the charges "could be altered or deferred at the discretion of the board." Fire Chief Dave Crothers also assured' the board that cost considerations would never keep the fire depart- ment from going to the aid of another department incases of genuine emergency. Traffic signal planned for „. new fire hall The Wingham Area Fire Board is asking the Wingham Town Council to . put up a stop light in front of the fire hall. The signal would enable the firemen to stop traffic while the trucks roll out onto Highway 4 on their way to a fire. The proposal had been raised at an earlier meeting and Fire Chief Dave Crothers told the board last. week he had looked into the matter very closely and • found it would not be all that - expensive. Chief Crothers also told the board the Ministry of Trans- portation and Communi- cations has ldoked at the plan and approves it. • The board voted to send •- the matter to the town council in the hope it will be acted upon as soon as possible.
