At least two groups will
question Ontario Hydro's
need to get electrical power
out of the Bruce Nuclear
Power Development when
they appear before the con-
solidated hearings on the
Ontario Hydro transmission
system in southwestern
Ontario.
Both Energy Probe, a
Toronto-based research
foundation and the Foodland
Hydro Committee made up
of Huron, Bruce and Middle-
sex County farmers, said
that during the course of the
hearings, which got under-
way at Guelph recently, they
intend to prove the need does
not exist.
The joint hearings before
the Ontario Municipal Board
and the Environmental
Assessment Board bogged
down in procedural
wranglings during the first
day and the hearing ad-
journed early another day
while HycWo lawyer Bruce
Campbell sought more infor-
mation on an alternative
route being proposed by the
Ontario Institute of Agro-
logists.
Mr. Campbell told the
hearing that Hydro is not
prepared to have the route

proposed by the agrologists
considered by the consoli-
da ted hearing _board.
. He also said Hydro will not
consider the route commonly
known as the modified M3,
which was originally ap-
proved at the previous board
hearing, a decision which
was later struck down by the
courts following complaints
that there had not been ade-
quate. notice given off the
hearings.
Mr. Campbell told lawyers
and representatives of the
Highway 401 municipalities,
which had appealed the
previous hearing, that a
transmission line could still
be built in their area. He said
the entire southwestern
Ontario study area is at risk.
Hydro wants a trans-
mission line to move elec-
tricity generated at the
BNPD through Huron
County to London. From
there the line would go to the
Nanticoke generating station
on Lake Erie. This line,
referred to as M7, is part of a
recommended $432 million
system plan.
The hearings continue this
week and are expected to run
for six months.

Ministers sign first
tripartite agreement

Late last week the Ontario
government and the federal
government °announced tri-
partite level payments for
beef cattle and hogs for 1985.
For beef producers these
payments will mean second
quarter (April 1 to June 30,
1985) -pa y-m•ents--o
the payment is based on
pounds gained, the amount
would be comparable.
Farrow -to -finish hog op-
erators will receive second
quarter payments of $10.11
and third quarter payments
of $14.31 per hog: After con-
sultation
with the pork .pro-
ducers, the pork payment
will be split between finisher
and sow-weaner hogs.
Lambs are also part of the
transitional federal -provin-
cial payment but calcula-
tions have not yet been
completed for the third and
fourth quarters.
Federal Agriculture Mini-
ster John Wise and Ontario
Minister of Agriculture and
Food Jack Riddell last week
signed the first national tri-
patite income stabilization
agreement.
"Our signatures on this
pact mark what we hope is
the beginning of a new era in
stabilization," Mr. Wise
said. "This program is a
three-way partnership be-
tween our two governments
and cattle, hog and lamb
producers."
Mr. Riddell added, "The
signing of tripartite will •
opefully firing in new health
to the red meat sector. It is a
further step forward by my
government to bring stabil-
ity to, the agricultural -sec-
tor."

to the signing. .
This historic signing took
place in the corner office of
the East Block of the Parlia-
ment Buildings shortly after
6 p.m. November 25, 1985,
culminating three years of
negotiations between the
federal government, the
provinces and producer
groups.
Tripartite income stabili-
zation is an income assur-
ance plant to protect produc-
ers in times of low commod-
ity prices. The two levels of..
government and the' produc-
ers contribute equally to the
plan. Producer participation
in the plan is voluntary, but
most producers are expected
to take advantage of t_he_.op ..
ion To join.
Under the program, stabil-
ization schemes are. estab-
lished for hogs, slaughter
cattle, feeder calves and
Iambs. A scheme for feeder
cattle may be implemented
at a later date. The plans for
hogs, slaughter cattle and
feeder calves take effect
January 1, 1986. The scheme
for .lambs goes into effect
March 1, 1986.
"All provincial ministers
of agriculture have said that
tripartite stabilization would
be a longterm benefit to Ca-
nadian agriculture. It is a
sound and workable method
of protecting producers,"
Mr. Wise said.
"1 am not going ahead to-
day with. one partner, but
,,with a first partner. Indeed,
-Tio Fi of us hope our provin-
cial colleagues will join with
us in signing in the near fu-
ture," he added.
Mr. Riddell said he was
particularly..pleased--to-have -
had three representatives of
the producer groups in the
delegation to Ottawa.
"Ontario producers have
been most patient and sup-
portive of my efforts to•bring
the tripartite agreement to a
