I am 47 years old, married and have four children. I have been a businessman in the Town of Wingham for the past 12 years. Although I am trained as a plumber and steamfitter and have served on the executive of various organizations, I am currently a pro er P ,l: Y manager. I am Wingham's larlgest private, landlord, with 32 residential units and eight commercial units. This was obtained by hard work and sound business prac- tices. It is these qualities I intend to bring to the office of mayor. I see the issue as high taxes and openness with the public and council.. Wingham has the highest taxes in Huron County. The town is one of the largest businesses and should be operated in a businesslike manner. Experience in municipal government can be good, but 1 if that experience has not been in the interest of the taxpayers it is to no avail. Many expensive projects such as the sewage system and replacement of the Howson Dam are coming up shortly. In addition there may be major expenditures on the water tower and.the dump. The town has to set its priorities and live within its means. While a new Lower Town Dam would be visually attractive, it cannot have precedence over the other Re -Elect BENNETT for P.U.C.. (ERNIE) EATON - I retired in 1978 at the age of 55, following a career in Agriculture Canada and Statistics Canada as economist, assistant staff relations officer, ad- ministrative officer, chief of markets information and market outlook, chief of the livestock section and, finally, program manager in the Census of Agriculture. I live at 63 Albert Street in a house purchased in 1976 following a three-year search for the town in south- western Ontario that best suited us as a place to spend the rest of our lives. After a number of years as chairman of the Property Standards Committee and as chairman of the Heritage Committee (LACAC), 1 found myself attending most regular meetings of council and many committee meetings .to answer questions and give advice wh the ch Wi to as of boa Vil Hil en required. I would like to see Wingham emptied wor harmoniously and of fectively to address th _, needs of the town. Money entrusted to council by the taxpayers should be managed with great care to ensure that full value is received for every dollar spent and that none is wasted. I do not believe that a dollar saved is a dollar wasted, especially when the money belongs to others. The Lower Town pond was one of the beauty spots which attracted us to Wingham and the dam should be repaired or replaced if funds can be found and it does not cost too much. It cannot be left the way it is. • The people of Wingham have outgrown the present library facilities in the Town Hall. As important as it is to respect and conserve buildings of excellence inherited from our past, I am not convinced that we should salvage the old Temperance Hall if a better library can be built for less cost and I will need more information before making up my mind. If the people of Wingham decide they want me to serve a term as their mayor, the ask will have first call on my time and I will do the best job I canon their behalf. I n also sat on the ad hoc committees on day care, a library and parking. k In past years I served on the Recreation Board, the e Hospital Board and Foun- dation (chairman of both), the board of directors of the Huron Centre for Children and Youth, the board of governors of Wilfrid Laurier University and the Secon- dary School Advisory Committee to Conestoga College. I also served on Scouting committees, church summer camp boards and numerous church committees. I have also been a lodge and service club member. I would like to see the Armouries developed fur- ther as a social centre with the focus on programs for seniors. A drop-in facility for young people operated as a recreational program is a project I would like ex- plored. Liaison on a regular basis with the business com- munity is a priority as well as a thorough review of municipal services and cost efficiencies. Reconstruction of the Lower Town Dam is desirable, but funds avail- able and other needs of higher priority in the community must be con- sidered in determining its priority. Whether a new or renovated building will serve as the new town library will be decided _primarily by the: cost to be shouldered by the ratepayers after available grants are confirmed. projects. BENNETT- I was born in East Wawanosh Township 63 years ago. I worked at farm and construction work prior to four years in the service during the Second World War, serving on the west coast of Canada, Italy, France and Belgium. I. received the Queen's Silver Jubilee Medal in 1977. the next three on the Pub Utilities Commission. Over the years the Town Wingham has been sery extremely well by pa commissions and I hope w can continue to do so. We w try to keep the cost of bo hydro power and water low as possible to ou customers, keeping a hig standard of service alwa in mind. I returned to the con- tracting business in 1947 till 1955, when I started at CKNX Broadcasting Ltd. and have t been there ever since. I was married to the former Margaret Haines in 1947 and s we have a family of three: Joan, Ruth and David. Madill Secondary School. o For the past 16 years I ✓ have been pleased to serve n as a commissioner on the Wingham PUC. I feel that , my training as an electronics e technician and as a teacher of electricity and electronics f has enabled me to under- - stand and deal with many of the 'complex problems which face a modern utility operation. " With regard to the issues facing the commission, I feel that the Wingham PUC is managed- and operated ef- ficiently and that this is due -rn--no--s ma-li-measures-ta- is - dedicated and competent staff. _ Two of the challenges facing our utility are, first, the need to continue to supply good, reliable, electrical energy at a competitive cost and, second, the maintenance and expansion of the water system to meet the present and future needs of this community. With regard to the latter, I hope to be able to do this by a gradual increase in water rates to bring our operating cash up to a point where we .able ._.to..de-a1- w-i-th- unexpected capital demands without the need for establishing a reserve fund which would be tied to only one specific project. This ap- proach, of course, requires an on-going monitoring of the system's needs and a recognition of our custom- ers' need to have water at competitive prices.
