About 180 million years before the birth of Christ, the valleys of Arizona were damp with marshy bogs and covered with thick tropical foliage. This vegetation served as food for many of the small dinosaurs who moved through the thick jungles. The Arizona we know, with low humidity and hot, sandy desert, is difficult to picture as once having had many lakes and large amphibians and reptiles roaming about. It is a story of shrinking equity, rising interest rates, low market prices and brutal squeeze plays by bankers and public servants who are trying to cover up their own mistakes. The major mis- °t'ake made by the banks and the federal Farm Credit Cor- poration was .this: They ad- vanced money based on a farmer's equity. They should have based their loans on what that equity could rea- sonably be expected to gen- erate in a farmer's ability to repay. Either way, of course, the lender was covered, but because the loans were based on equity rather than, income estimates, the in- debted farmer was, and is, in trouble. • Late last year, the federal government and Ontarioset up the Farm Financial Re- view Board. It had a man- date to study the situation in depth in Bruce and Grey counties, ,and it reported late • in May. •The board included representatives of farmers' organizations,government, the banks, and the Farm Credit Corporation. - Not surprisingly, there was considerable disagree- ment. Bad loans have forced Farm Credit to raise its interest rates, which are now unacceptably high. So Farm Credit lends less and less and its empire r mains intact. The story of the farmers' relationship with Farm Cre- dit is full of insensitivity, broken promises, , self- serving bureaucratic politics and profound human trag- • .edy. And if the Minister of Agriculture, John Wise, doesn't say enough is enough very soon now, he, won't have many farmers to worry about.
