The Minister of if Agriculture and Food, The Honourable Lorne Henderson, in a statement to the Legislature, this week, R said that it has become necessary to change the 11 allocation system under g the Tile Drainage Program. At present, under the current program, drainage is being W maintained or improved on about 200,000 acres 5 every year. About one third of the money comes • _f from Provincial loans. Therefore, for 1980-81, he g is recommending new guidelines for use by Municipal Councils. These guidelines are: Initial drainage allocations will be an- g nounced following the Treasurer's budget in the spring. They will be it based on the applications W received over the previous three years. A municipality may w apply for a re -allocation of funds for tile deben- A tures based on the ap- plications received by the W municipality prior to . August 31, each year. As in previous years, applications are to be W based on not more than 75 W percent of the estimated w cost of the project, up to a maximum for 1980-81 of $200 per acre, tiled. It has been charged that the government A chose to introduce a separate bill.. because . it didn't want to re -open the g Human Rights Act. Amending that Act to cover handicapped )11 people `would leave government open to W lobbying from other groups, especially the homosexual rights community, which would want a section banning discrimination based on sexual preference. There is a possibility that amendments covering handicapped people will have to wait to be included with those dealing with mandatory retirement age and pensions, which may result, from studies currently underway. - The Minister of Labour stated that it's "only realistic"to recognize the legislative process will be protracted. NATURAL GAS Liberal Leader Stuart Smith has been ham- mering away at the Minister of Energy, Robert Welch, to get natural gas into areas of Ontario where it is lacking at present. During an emergency debate on home heating oil, he told the Minister that Ontario has been sitting on its hands `in- stead of "converting to natural gas, . expanding gas lines into various communities and across various boundaries within the Province." Already in Ontario, 19,650 homes have switched to natural gas this year, compared to 8,600 last year. The forecast for next- year in Ontario is 36;500 'icon= versions, but brisk demand has meant that manufacturers of con- version kits "have been unable to meet the demand".
