The Huron -Perth
Roman Catholic separate
school board has ap-
proved increases for two
of its administrative staff
and office secretaries in
its 19 elementary schools.
At a special meeting
trustees granted John
McCauley, superin-
tendent of education, a
$5,000 increase for 1980
boosting his annual
salary to $38,000 in two
stages. His salary will
increase by $3,000 on
January 1 and $2,000 on
September 1. In a
recorded vote with seven
for and five opposed, the
increase was passed. •
The , board also in-
creased the salary of
Edward Rowland, co-
ordinator of plant and
assessment, by $1,557 to
$19,538 a year, effective
January 1.
The school secretaries'
salaries, set in October
1979 were amended to
give slight increases to be ---
effective January 1 to
August 31, 1980.
Secretaries with no
experience will receive
$4.55 per hour. Those with
one year's experience
will receive $4.70 per hour
and those with two years'
or more experience $4.85
per hour.

treatment of the evidence was "sheer
speculation" on behalf of the judge. He in-
dicated Hill's offer to make restitution and
resignation could have been done for a number
of reasons. He said Hill could have made the
offer because he took the money.
Hill's' attorney, Malcolm Robb of Toronto,
suggested business practices in the in-
ternational market required deals to be made
Eike the one in question. He said for a firm to be
successfull in a foreign market it was
necessary to have an agent who had con-
nections with political and administrative
bodies in that country.
He said those agents, like the one Hill dealt
with in Turkey, had to have money to make
money in sales. He said the money used for
those agents "seems to be a very trivial figure"
when used for entertainment and gifts leading
to several million dollars in sales.
Robb said Hill was responsible for sales at
Champion and as such was responsible for
agents in foreign areas. He said if Hill did not
know the agents himself he was at least aware
of them.
He told court if Champion officials were"not
aware that someone in the firm was paying
agents for services leading to sales in buying
countries they must be "incredibly sxupid"
He suggested that business practices in in-
ternational markets cannot be compared to
those in Canadian markets.
Robb said that Perkins had arrived at the
right decision in the preliminary hearing in the
fraud charge adding it "borders .on nonsense"
to suggest that he shouldn't come t� that 'con-
clusion.
• He said when those business practices come
under fire a man totally blameless is charged.
He said the preliminary hearing into those
charges resulted in a decision that "normally is
considered an acceptable decision". He added
that the appeal and attempt to charge Hill with
theft amounted to "the crown not accepting
that decision. .
