The board was asked to consider continuing bussing the students after the annexation is com- plete. The request from the councils of Hensall and Hay township was that students living on Highway 4 on the fringe of the village continue to be- bussed to school until safe walkways to school can be constructed. The"te'mporary bussing is designed to ensure the safety of school children living in the area to- be annexed. The highway has an 80 kilometer per hour speed limit posted in front of the childrens homes and there are no sidewalks or street lights for the children to use walking to and from school. The township and town hoped that the board's temporary bussing would remove any hazards to Champion announce shut down Champion Road Machinery Group Ltd. has announced that because of a seasonal decline in sales orders, caused by soft market conditions, it will be --_—_ extending _._the.._-_ n.orm al__ Christmas shutdown period in most of its operating companies. He told the board th policy was not an un weildy thing to work with He said it would en courage school principal and teachers to wor together and "be in novative" wit timed tabling. ' He -. added that if a student real] wanted to take a specifi course they may have t get to another school t get it. "We (the board) can' tie up a teacher for a yea for three or four student it's just too costly," sai Cochrane. He also warned th board that there wer some pitfalls in the ne policy. He said smal Grade 13 classes may b eliminated, students wit be reluctant to travel t other schools. the "smorgasbord" o courses offered will have to be drastically reduced, board members will be subjected to local pressures if classes in "their school" . are cur- tailed or eliminated and a viable Grade 13 program may well mean changes in transportation policy and philosophy. "It doesn't take too much imagination to realize that some Grade 13 courses and even some classes will be wiped out altogether," warned Cochrane. But he added the policy is the first step ttl'ward handling problems of declining enrolment and it "has to be taken". e d e e e t e s k h Y c O O t r s d e e w 1 e 1 O f the children until sidewalks and\ street lighting is constructed in the area. The board policy clearly states that no children in urban areas in the county will travel to school on county owned or operated busses. Exeter trustee Clarence MacDonald told the board the bus stops in the area and picks up childrenfrom the homes in the area to be annexed as well as children from a farm across the road. He said even if the an- nexation goes- through and the children not picked up on the bus the bus will continue to stop in the same place to pick up children from the farm. MacDonald said parents of the children involved may be able to continue putting their children on the bus if they work ollt an arrangement with the bus driver. He said the driver would pick up the children as usual except the service would be paid?for daily by the parents. Zurich trustee Herb Turkheim told the board the annexation and bussing problem had been "hanging fire for quite a few months". He said "we're (the board) being used as pawns between two sides". Turkheim said one group was in favor of annexation and another opposed and the board's support was being sought by both sides. He warned that if the board made any ex- ceptions to its bussing policy it could be creating problems for the future. He said towns like Goderich and Exeter would probably be ex- panding in the future and similar requests would be coming from both areas. He asked trustees how the board could refuse bussing then if it gave it now. He recommended that the board either stick to its present policy or change the policy to allow for situations like in Hensall.
