Dave Cowan of the market surveys division 'Of OHC' 'told the com- mittee that it was not a matter of "if" the town has ,to have a municipal housing statement but "when". He told the committee that a municipal housing staterdent was ,..now required by the Ministry of Housing for all assisted housing programs before any funds could be received. Assisted housing in- cludes rent -geared -to - income housing for senior citizens and families. A municipal housing statement would include an assisted housing survey based on results from ministry questionnaires sent out to. specifid people ' in _the community. These questionnaires are designed to show whether the need for assisted housing exists in the community and also can help the community establish a general housing policy, said Cowan. They take into account ; •the economic ---base-of-the municipality, housing that already Ben Graham and Goderich Reeve, Eileen Palmer cut the ribbon to officially open the new Graham Electric and John Deere dealership on Suncoast Drive, Saturday. Hc said that if the municipality d:d not want to use the ministry's questionnaire!: and direct technical assistance, it had the option of hiring a consultant with the aid of fundingfrom the ministry. Either way, he said, the assisted housing survey would be the responsibility of the municipality. The advantage to hiring a consultant, he said, would be that the consultant would take a little less time and would do both the statement and the survey. The ministry would only do the statement , leaving the municipality responsible for, the survey. He, also said a consultant probably would not charge more than the grant being offered to the municipality by the ministry for consultants' fees. He said there could be some overlapping bet- ween the statement and other documentls in the possession of • the municipality and that not all municipalities may feel they need the statement. But sooner or later, if applying for financial aid for .an assisted housing program, it would be required.
