Hydro, chlorine oil prices By JACK RIDI)ELL M.P.P. The Leg,slature's Select Committee on Hydro Affairs has con- cluded that— 0-ntart'o-'s nuclear reactors are "acceptably safe". However, the final report on the all -party 14- mernber committee adds "there are real risks in the peaceful use of nuclear power an- d...absolute safety can never be totally assured." The report makes several recom- mendations to improve nuclear safety, while pointing out weaknesses in the design, operation and regulation of Ontario's nuclear in- dustry. "The committee learned that it is im- possible to assure that. there is absolute safety in the operation of Ontario's reactors...There is a broad range of possible accidents and subsequent consequences with varying likelihoods of occurrence. "Even so, . given the clear commitment of Ontario Hydro to safety, the past safety record of the existing reactors and the design mechanisms to limit the consequences of possible accidents, the committee found that the risk of a serious accident occurring in any single reactor is extremely small and that the reactors were, therefore, acceptably safe." "It would be• attractive for this Committee to be able to say, simply and directly. (that) Ontario's reactors are safe, or Ontario's real tors_arenot_ ,§afel" I However, "direct, --simple statements cannot be made." It is not, possible to say that a• nuclear reactor • is ab- solutely safe because there are risks associated with nuclear power. "It is . not right to say that a. catastrophic ac- cident is impossible; there is always some chance.that the worst can happen. In a situation .,where absolutes are misleading, the com- mittee is -forced to make relative judgments." Catastrophic accidents are very much on people's minds at present, with the potentially very 'dangerous situation in Mississauga, following the accident to a CP Rail freight train. While the train was derailed, a tanker con- taining lethal liquid chlorine sustained a two- foot tear, it immediately began leaking chlorine and it was feared that explosions of other chemicals being tran- sported by the train would completely rupture the container. The disaster closed three major highways, caused 700 patients to be moved from two hospitals, and something like half a million people in the area to be evacuated and housed in private" residences elsewhere, in high schools, shopping cen- tres, etc. The crippled freight train was one .of dozens which pass through the city each day hauling deadly chemicals. Yard marshals often place the tanks of .dangerous substances between other cars that act as buffers, but the practice is not required by law. Fifty or 60 tanks of deadly . chemical's are sometimes strung together, according to a CP Rail official. Premier William Davis fdiled to persuade the First Ministers' Con- ference to hold the line on oil price hikes. — Addressing the con- ference, the Premier stepped up his defence of the Canadian consumer, and insisted that his position reflected national Concerns.
