When Goderich town
council learned Monday
night that an enterprising
couple had devised a
system to beat hefty
property taxes in town
some members of council
made it clear they were
not happy with the
situation.
Councillor Elsa
Haydon, chairman of the
beats taxes by wintering on bott
town's waterfront
committee, told council
clearance had been given
to a couple planning on
spending the winter on
their boat moored in
Goderich harbour.
Haydon told council the
waterfront home had the
blessing of the waterfront
committee, and, the
federal government, both
of which share respon-
sibilities at the harbour.
She said the waterfront
committee really had no
complaint with the
boaters but wanted
assurances from the
federal government that
the winter quarters were
legal.

Clive Henry Allin of
Apartment 21, 177 Albert
Street, Clinton died in
Clinton Public Hospital
on Friday, November 2 at
the age of 74.
He was born on June 14,
1905 in Colborne Town-
ship to Charles and
Charlotte (Morrish)
Allen.
After his marriage to
Phyllis Thelma Bean in
Walton on July 11, 1945,
he farmed ' for several
years. He and his wife
also ran the switchboard
at Carlow for 15 years
until the exchange was
taken over by Bell
Canada.
The late Mr. Allin lived
in Colborne Township
until moving to Clinton
eight years ago.
He was a member of
Ontario Street United
Church, Clinton.
He is survived by his
wife; three children, Ray William Dermit Wilson
of Goderich, Mrs. George of 144 Hincks Street,
(Brenda) Vanderburgh of Goderich died in St.
Goderich and Wayne of Joseph's Hospital,
R.R. 1 Blyth; one London on Thursday,

Mr. Ferguson was

brothers, Wilburn and
James.
He is survived by one
sister, . Mrs. Norman
(Isabella) . Geddes of
Goderich.
The late Mr. Ferguson
rested at the Currie -
Walker Funeral Home in

in the harbour basin for
the winter months. She
said under the terms of
the lease with the federal
government Goderich
controls the use of the
waterfront by pleasure
boaters in the summer
months and that control
reverts to Transport,
Canada in the winter.
In a letter to council,
J.D. Kennedy, district
manager for Transport
Canada, said the lease
was written to give
freighters using Goderich
for winter berthing first
priority. Kennedy said
the lease reserved the
right to authorize or
permit the use of the Snug
Harbour and its mooring
bollards for the purpose
of mooring vessels from
October 1 to April 15.
Kennedy said the intent
of the clause was to en-
sure that adequate space
would be t. available to
winter berth the
freighters and make sure
there would not be any
obstructions when run-
ning the vessels mooring
lines over and across the
wharf.
Kennedy said if
pleasure vessels did not
obstruct the freighters
Transport Canada would
leave the matter up to
council.
Deputy -reeve Bob
Allen had no quarrel with
he boaters but wanted
ouncil absolved of all
liabilities. He saiti the
town should in no way be
liable if any problems,
arise between the
freighters and the
pleasure boat. He said if
any accident occurs the
pleasure boat owner
should understand he is
there at his own risk.
Haydon told council
that fact was understood
and that the town was not
liable.
Councillor Jim Searls
was miffed over the idea
telling council it "beats
paying taxes". Searls
said he felt the people
should not be allowed to
spend the winter on the
boat.
Reeve Eileen Pallier
told council that since
Goderich has some boat
people in its harbour
"maybe councillor Searls
would want to give them
a grant".
"It ' would be a lot
cheaper than sending you
away to conventions,"
Searls retorted.
"If you want to get your
municipal experience in
Stan Profit's, barbershop
that's your business," the
reeve shot back, "I learn
something when I go.
