In addition, all new coal-fired generating plants should be equipped with ,the best •available technology before being permitted to commence operations. A report on the monitoring programs of the Ministry should be submitted this fall, in- cludinginformation on the extent of acidification of our lakes and the ef- fects on -_fish, the__food_ chain, soils and vegetation, buildings and structures and human health. The committee urged joint studies by the Ministries of Industry and Tourism and Natural Resources of the costs of acidification of our lakes on tourism and recreation. A careful study should be un- dertaken to identify and quantify the sources of the. pollutants' causing acidic precipitation in Ontario. There should be a program aimed at changing public and industrial lifestyles to contribute substantially to reduction of the emissions which are the principal cause of acid ' rain. The province should request the federal Department of the Environment to conduct studies of methods for reducing emissions, including assessment of various types of sulphur dioxide emission abatement equipment, sulphur tax proposals and preferential use of low- sulphur coal. Feasibility of using abatement by-products - sulphur, sulphuric acid and gypsum - as well as potential markets for these products , should continue to be in- vestigated. Gulls, ducks starve The deaths of ring - billed gulls and ducks in southern Ontario this past summer have been' attributed to starvation and botulism respec- tively, Natural Resources Minister James Auld said recently. "Biologists in the Ontario Ministry of Natural Resources and the Canadian Wildlife Service believe the young gulls died of starvation," Mr. Auld said. "They couldn't compete for'food with adult gulls, which were more experienced in finding it and picking it up" On the other hand, the biologists found that ducks in the Cherry Beach and Toronto Island areas of Metropolitan Toronto died of botulism.
