generating stations in
Ontario should be made
to comply with the point
source removal of
sulphur dioxide based on
the best available
technology - as soon as
possible. In addition, all
new coal-fired generating
plants should be equipped
with ,the best •available
technology before being
permitted to commence
operations.
A report on the
monitoring programs of
the Ministry should be
submitted this fall, in-
cludinginformation on
the extent of acidification
of our lakes and the ef-
fects on -_fish, the__food_
chain, soils and
vegetation, buildings and
structures and human
health. The committee
urged joint studies by the
Ministries of Industry
and Tourism and Natural
Resources of the costs of
acidification of our lakes
on tourism and
recreation. A careful
study should be un-
dertaken to identify and
quantify the sources of
the. pollutants' causing
acidic precipitation in
Ontario.
There should be a
program aimed at
changing public and
industrial lifestyles to
contribute substantially
to reduction of the
emissions which are the
principal cause of acid '
rain. This would involve

re -design of industrial
and smelting processes,
reduced energy demands
and conservation of
resources.
The province should
request the federal
Department of the
Environment to conduct
studies of methods for
reducing emissions,
including assessment of
various types of sulphur
dioxide emission
abatement equipment,
sulphur tax proposals and
preferential use of low-
sulphur coal. These
studies should also in-
clude assessment of the
anticipated costs of not
reducing these emissions
from --the-point-of -v-lew-of—
tourism,
the porn-- of-view-of—
tourism, recreation,
damage to vegetation and
agricultural crops, and
effect's on health.
Feasibility of using
abatement by-products -
sulphur, sulphuric acid
and gypsum - as well as
potential markets for
these products , should
continue to be in-
vestigated. In the light of
the potential employment
as well as environmental
benefits of an innovative
Canadian pollution
abatement technology
industry, and in
recognition ofthe likely
increase in international
demand for such
technology, the com-
mittee urged the federal
government to reconsider
its decision to • end the
program to support and
encourage development
of abatement
technologies in Canada

system of data collection
on this problem should be
closed.
It was recognized that
while remedial measures
such as liming and other
methods of maintaining
the alkalinity of
tlfreatened lakes may
offer some short term
improvement, such
treasures merely "buy
time".

fall from almost any
height on a ladder can
result in a serious injury
or even a fatality."
The safety and
research team of Com-
bined cautions climbers
to:
...never use ladders
that are too long or too
short for the job, and
always place the ladder
in a position where you
will feel most corn-
fortable in working from
it.
...stabilize both the
ladder's base and top
before taking thefirst
step upwards. When
working on cement or
other slippery ,flooring,
place rubber "boots" on
the base „of the ladder.
These may be purchased
at your local hardware
store.
...check rungs for rot or
-def ee-ts before -step -pi u g
on them.
...never paint your
• ladder as it hides rot and
defects.
...use only ladders that
have rungs "rahbited"
into them.
...always use accessory
equipment to hold your
tools or paint.
"If you come across a
person that has fallen and
appears injured, let the
patient lie as motionless
as possible exactly where
he is. Donal try first aid
unless you've been
trained," said Dr.
Goldfinger.
"Do call a doctor, an
ambulance or your local
fire or police emergency
station and then cover the
patient with a light
blanket. Above all, do not
give the injured person a
stimulant to drink,"
concluded the doctor.

Gulls, ducks starve
The deaths of ring -
billed gulls and ducks in
southern Ontario this
past summer have been'
attributed to starvation
and botulism respec-
tively, Natural Resources
Minister James Auld said
recently.
"Biologists in the
Ontario Ministry of
Natural Resources and
the Canadian Wildlife
Service believe the young
gulls died of starvation,"
Mr. Auld said. "They
couldn't compete for'food
with adult gulls, which
were more experienced
in finding it and picking it
up"
On the other hand, the
biologists found that
ducks in the Cherry
Beach and Toronto Island
areas of Metropolitan
Toronto died of botulism.
Dr. Andy Gilman of the
Canadian Wilflife Service
in Ottawa, said there had
been a large increase in
the Great Lakes gull
population over the last
