In June of this year, the
Ontario Liberal Party
compiled "A Guide to
Federal -Provincial
assistance Programs For
S:m.ala.-11u.si-nesses q in
Ontario". As a general
rule, government
agenoies act only as a
lender .of last resort. In
the event that you are
unable to obtain
assistance for your
business from a char-
tered- bank or loan
company, you may be
eligible to participate in a
govern -meat financial
program.
FEDERAL PROGRAMS
The Business Centre
should be your first point
of contact. This is a new
service opened as a
major clearing house for
information and help in
virtually every facet of
Canada's business and
industry. Here you will
obtain information on the
type of assistance
available. A direct toll-
free line from anywhere
in Canada is available by
calling the long distance
operator and asking for
Zenith 0-3200.
This service was
established because
many small and medium-
sized businessmen had
been frustrated- in their
efforts to find the'r way
through the federal maze
to the appropriate
department, branch or
official.
A Crown Corporation,
the Federal Business
Development Bank, may
make direct loans and
may also participate in
equity financing projects.
It has..pubii.shed a series
ofinformative brochures
entitled, "Minding Your
Own Business", offering
some ' basic advice and
information on several
aspects of small business
management.
Under, the Small
Business Loans Act, a
federal program gives.
impetus to lend to •
chartered banks and
other participating
• lending institutions, ..by
means of a government
guarantee of the
borrower's obligation to
repay the loan. All
chartered banks . are
authorized to make small
business Loans under the
Act: Loans ,maybe made
by Credit Unions, Caisses
Populaires .or other co-
operative societies, trust
companies, etc..
The Enterprise •
Development Program of
the Department of
Industry, Trade and
• Commerce assists small
and medium-size firms in
the manufacturing and'
processing sectors with
the relatively high risks
involved in the
development of new
' products and innovative
production techniques.
Often, firms seeking
assistance under this
--program will have ap-
proached other lenders
such as the Federal
Business- Development
Bank, before .applying to,
the EDP.
Farm Improvement
Loans, guaranteed by the
government, are
provided by chartered
banks or other approved
lenders, Term loans are
available- to farmers for
the purchase of •
agricultural implements,
livestock and additional
land, etc. Repayment
terms are up to 15 years .
for additional land and up
to 10 years for other
purposes.
Under the Fisheries
Improvement Loans -
schemer, the federal
government guarantees
term loans made to
fishermen by chartered
banks and other ap-
proved lenders.for a wide
range of fisheries im-
provement projects. The
maximum amount which
a borrower may have,
outstanding atone tirrie is
$75,000. Maximum
repayment •period -is
three years for vehicles
and 10 years for all other
purposes.
