time a study by a
Canadian economist has
ever been published by
the OECD. The original
submission was part off
background documen-
tation for a meeting of
OECD experts. on
"Structural Deter-
minants of Employment
and Unemployment" in
March 1977.
Basically, the study is
an overall review of
manpower policies which
are followed in the major
OECD countries, in-
cluding Canada. It takes
into account a number of
important factors in-
cluding insurance
programs, income
security and unem-

McLeod was brought
from Scotland,_ .,to look
after a large flock of
sheep. The staff must
have been large at times,
especially during Attrill's
$80,000 effort to sink a
rock salt mine. On
December, 1877, James
Cullerton, an' Attrill
employee, wasdrowned
while ferrying 'men from •
the Goderich breakwater
to Attrill's point.
We are not to know the
cause of Attrill's
separation from his
family. There may have

been domestic tension. In
August, 1882, the Signal
announced that Mr.
Attrill' `has been stopping
at the "Albion the past
week." We do not know if
members of the family
visited him in Toronto or
whether they migrated to
California in winter as
usual.
What kind of man was
Attrill? The late Hume
Clutton, a neighbour,
described him as hot-
tempered. "He would fire
for little cause."
Mr. Sillib related that
Attrill "got mad at, a
farmer named Smith and
closed off his farm so that
he had to build a little
bridge across a creek to
get out farther north."
Attrill's body lies in
Maitland ..Cemetery.
Footstones bear the
initials of his wife and
several children. The
inscriptions on the
memorial (a cross) are
now difficult to read,
except one'nea-r the base:

market problems which
are expected to develop
in the 1980s.
In the majority of
Western -European
countries, manpower
policies are administered
through a combination of
public and private in-
tervention. Employers,
through their
as'so.ciations, or as a
result of regulations,
surtaxes or other
systems, - are directly
involved and responsible
together with unions for
the administration and
funding of most man-
power policies.
On the other hand, in
the case of Japan's
modernized industrial
sector, employers, as
part of a reciprocal
lifetime commitment to
their employees, bear
virtually all the costs of
occupational trainingand
mrobility, and off keeping
unemployment rates low.
Here in Canada, we
are, as you know, at the
other extreme. Almost all
manpower initiatives
involve government
programs which are
funded from general tax
revenues.
Throughout the world,
certainly in the OECD
countries, one off the
hallmarks of the 1960s
and early 1970s has been
a major shift in family
expenditure patterns,
away from manufactured
products and foodstuffs
towards personal ser-
vices and travel, or
towards collective goods
such as education and
hospital -medical ser-
vices. This period has
also, of course, seen the
rapidly increasing
participation of women in
the workforce throughout
the OECD area.
Of course, this in-
creasing role of women
has broadened their
opportunities, and con-
tributed substantially to
rising family incomes.
However, these benefits
have not been achieved
without considerable
sacrifice.
Mr. Jenness cites a
UNESCO report which
shows that when both
housework and children
are included, a wage -
employed wife works n
three-hour longer day
than a wife who stays
home. She works one
hour per day longer than
do employed men.
Moreover and very
significant - males still
enjoy preferential
treatment not only in
employment and wages
but also in their prior
educational op-
portunities.
In this respect, Canada
has a better record than
many countries.
According to statistics, in
Norway, the United
Kingdom, Germany and
Japan less than 40 per-
cent of students in higher
