Province to support seniors
The Ontario govern-
ment has allocated $2
million a year to provide
more community support
services for elderly
people, Keith C. Norton,
Minister of Community
'and Social Services
announced.
The provincial funding
- about $1.5 million for the
remainder of the 1979-80
fiscal year - will be used
to expand services such
as meals -on -wheels and
housekeeping and to
develop new services for
elderly people.
"By redirecting our
financial resources at the
provincial level into new
and expanded home
support programs and
away from building more
institutional beds, we will
.be serving greater
numbers of people and
making more efficient
use of our limited
resources.
"Senior citizens
groups, elderly persons
centres and individual
seniors have also been
indicating that expansion
of community support
services will enable more
older people t9 remain at
home and independent,"
-the minister said.
Mr. Norton said that
the steadily increasing
number of elderly people
during the next '20 to 30
years will mean an in-
creased ' need for com-
munity services.
Population predictions
show that by 2001 the
number of Ontarians over
65 years will nearly
double to more than 1.1
million from about
650,000. Not only is the
elderly population in-
creasing at a much
higher rate than the
population as a whole,
but, more dramatically,
the number of people '
over, 80 is projected to
increase by 130 per cent
from 1971-2001.
The minister said that
homes for the aged will
increasingly look after
people who are older,
frailer and in need of
more .intensive care than
has been the case
previously.
"This additional ' fun-
ding will create more
services for older people
who want to remain in
their own community."
"As well as helping
older Ontarians to live
independently in their
community, we are also
exploring various ways of
funding these ` services
more adequately than we
can at present," the
minister said.
In order to develop new
services the ministry is
seeking proposals from
communities where there
are few or no services at
present and from com-
munities whose homes
for the aged and nursing
homes have long waiting
lists., Among the criteria
to be used in selecting
proposals will be the
number of people needing
services in the com-
munity and the
availability of existing
services. Proposals
should, be submitted to
the Area. Manager at the
nearest Adult Services
area office of the
ministry.
The 40 elderly'persons
centres in Ontario now,
providing home support
services to about 12,000
elderly persons each
month will be eligible for
the additional funding.
The 27 demonstration
projects now providing
home support services to
about 4,000 people in
communities across
Ontario will come under
the new funding April 1,
1980.
Funding for home
support services will be
cost shared at 50-50 with
municipalities and
volunteer sector.

The board instructed
its property committee to
study the 1980 Capital
program, and to submit
to the board at its first
meeting to October a five-
year capital. forecast.
The boardsupported a
request from the London
and Middlesex County
Roman Catholic Separate
School board, to ask the
ministry of education to
provincially publicize the
obligations which are
imposed on teachers to
report all suspected cases
of child abuse. The
London and Middlesex
board is concerned that
such reporting, required
under the provisions of
the new Child Welfare
Act, may create severe
problems between a
teacher and .parents or
guardian.
That board feels that if
parents understand that
reporting by the teachers
must occur when abuse is
suspected they will
probably be less resentful
and disturbed when a
teacher contacts them or
the Children's Aid.
Mr. Eckert was asked
by a trustee if this had
been a problem in schools
under, the jurisdiction of
the uron-Perth board.
He said the problem was
"'of sufficient
significance" for con-
cern. Mr. Eckert said the
memo from the ministry
on the problem will be
discussed at the meeting
of school principals next
week.
