Why are the•Americans presently having gasoline and diesel supply problems -while Canadians are not? Imperial Oil says that it's clear the Iranian .crude oil disruption is having a more severe impact on the availability of crude oil supply in the U.S. than it is in Canada. In this country we have been able to increase domestic crude oil production and (up to the present at least) offset the full impact of foreign crude shortages. This has enabled Canadian refiners to nintain full production of gasoline supplies. Imperial added the U.S. situation is further complicated- by the fact that a colder than normal winter, during a time of reduced imports of .crude oil, has significantly reduced inventories of heating oil. Under in- structions from the U.S. government, American refiners are now building up inventories of heating oil for the coming winter months; consequently, there is less gasoline being made. In Canada this rebuilding is taking place normally because, to date, sufficient 'crude oil feedstocks have been available to our refineries. A Gulf Canada spokesman said that "whereas the U.S. is at least 45 percent depen- dent upon imported oil, Canada is only one-third dependent on imported oil. Second, Canada has been able to arrange some swaps. with U.S. companies which have, in effect, moved an ad- ditional nine million barrels of Canadian production into Quebec and the Atlantic provinces, beyond what could have been carried through the inter- prvincil pip'eline system to Montreal. Third, whereas Canada has a considerable surplus of refining capacity, the U.S. has little excess capacity and is short of capacity to manufacture unleaded regular and 'super' gasolines, for which demand has grown rapidly due to en- vironmental , requirements on automobile manufac- turers." Although U.S. state taxes on gasoline are considerably lower than in neighboring Canadian -. provinces, the average price of gasoline in the U.S. has risen rapidly to the point where, taking into account the smaller U.S. gallon and the higher value of the U.S. dollar, the price of gas in states bordering Ontario is currently almost iden- tical to the price on the Canadian side.
