Reintroduction of the
Ontario Youth
Employment Program
for the third year, to run
from April 30 to October
21, was announced in the
Legislature recently by
Treasurer Frank Miller.
Designed to help young
people gain work. ex-
perience, •the program
offers employers in the
private sector, a wage
subsidy of $1.25 an hour.
According to Mr.
Miller, this year's
progr4m will allow more
flexibility in hiring.
Businesses and farms
may apply for a grant for
up to 150 weeks of em-
ployment at each
business .location,
regardless of the number
of positions created.
"This will provide
greater flexibility for the
employer and allow him
to maximize the benefits
of the program since, in
previous years, he was
restricted to six positions
at each business location,
even if the positions
lasted only six or seven
weeks. The practical
effect of the new rule is
that if employers can
create new work for as
little as six weeks, which
is the minimum, they
may apply for up to 25
employees for this
period," Miller said.
To qualify for OYEP a
young person must reside
in Ontario and be at least
15 years of age, but not
yet 25 on or before May L.
Those who turn 15 after
May 1, 1979 are not
eligible. Nor are those
who are related to the
employer.
In his statement to the
House, the Treasurer
said. he expects _that
OYEP, budgeted at $26
million, will produce
40,000 jobs. Last year's
figures were 34,000 jobs
produced, at a cost to the
province of $20 million.
The 1979 Ontario Youth
. Employment Program
will be operated within
the Ministry. of
Intergovernmental
Affairs under the
direction of Minister -Tom
Welts.
Employers who par-
ticipated in 1978 will
automatically receive
1979 application forms by.
mail.
Blames
retail
prices
"Forty percent of the
higher cost of beef in
Ontario is due to in --
creased retail margins",
Ron White, Second Vice -
President, Ontario
Federation of Agriculture
fOFA), said recently.
White was commenting
on figures contained in
the March, Farmer Price
Index (FPI) produced
monthly by the OFA.
He explained that since
1977 the price farmers
receive for beef has in-
creased 91 percent.
Wholesale or packers'
prices have increased by
76 percent while . retail
prices are up 103 percent.
The difference in the
rates of increase, he said,
are due to different mark-
ups taken by the various
sectors in the food chain.
In' 1977, wholesale
margins were around
nine cents a pound. In
March 1979, they were ten
cents a pound.
Retail margins,
however, have jumped
from 21 cents a pound, in
early 1977, to 68 cents a
pound, in the period
January to )/larch 1979.
The OFA figures 'are
based on the weighted
average of 19 cuts of beef
sold in the Toronto area.
White said, however,
large increases in retail
margins Appear to have
taken place in the rest of
Canada as well.
White concluded that
he felt the retail mark-
ups are extreme. He said
he can well understand
how the retail chains can
afford the 20 cent a pound
price reduction recently
announced in Ontario.
